The Parks Facilities Maintenance Supervisor Position reports directly to the Parks Operations Superintendent and is a key team member of the Parks Operations Division. This working supervisor position is critical to both the current and long-term success of the City of West Sacramento's Parks and Recreation Department. With an ever-growing and changing parks network, this position is instrumental in developing, establishing, implementing, and overseeing the department's maintenance and repair (routine, preventative, and deferred) programs for both current and future parks, trails, and open space sites.

The ideal candidate will possess excellent customer service and communication skills, with the ability to work effectively both as part of a team and independently. The selected person will be skilled in performing maintenance and repair in the multiple trades outlined below, and can perform skilled construction, installation, maintenance, and repair work at a journey-level proficiency. The ideal candidate will have experience completing work via a computerized work order system and demonstrate excellent problem-solving and decision-making skills.

Electrical - Repairs, replaces and maintains electrical wiring, fuses, switches, motors, generators, lighting systems, control systems, and other fixtures and equipment. Installs conduits, wires, pull boxes, and switches required in making additions, extensions, or alterations in electrical systems. Troubleshoots and repairs damaged or worn electrical components. Trains and assists less experienced personnel.

Carpentry - Makes repairs on doors, windows, floors, gates, roofs, and ceilings. Repairs, installs, and constructs tables, benches, chairs, and other wood fixtures and furnishings. Performs hand and bench work, operating planers, joiners, drill presses, power saws, and other woodworking machinery. Installs tile and carpet as necessary. Constructs new walls, ceiling, flooring, and other areas as required. Trains and assists less experienced personnel.

Masonry Makes repairs on both flat and vertical work, including but not limited to, walkways, walls, stairs, ramps, etc.

Painting - Prepares surfaces for painting or staining. Applies paint to buildings, fixtures, or equipment. Trains and assists less experienced personnel.

Plumbing - Installs, maintains and repairs plumbing systems and a variety of plumbing fixtures such as faucets, sinks, toilets, and water heaters, and pumps. Unstops drains and toilets. Checks heating and ventilating equipment. Trains and assists less experienced personnel.

Pools and Spray Grounds Maintains, repairs, and replaces chemical and PH management systems, circulatory systems, filter systems, control systems, and safety equipment / systems. Trains and assists less experienced personnel.

H.V.A.C. - Troubleshoots mechanical systems for basic problems, performs routine maintenance, cleans and services units, adjusts thermostats and dampers, and coordinates with vendors as needed. Trains and assists less experienced personnel.

Access Control Solutions Proficiency to advanced knowledge and experience with locksmith operations, including but not limited to, originating keys, rekeying locks, installing and repairing various locks including electronic access control systems and panic bars, and proficiency in key cutting / duplication. Trains and assists less experienced personnel.

Welding Makes repairs on steel, stainless steel, and aluminum in a controlled shop environment, as well as in the field. Proficiency with Arc, Mig, and Tig welding processes, as well as Oxy-Acetylene torch use and operations. Trains and assists less experienced personnel.

General Purchases / orders needed supplies, parts, and materials. Operates and maintains a computerized work order system. Maintains tools and equipment. Inspects facilities and park components and performs preventive maintenance. Opens and secures City buildings and facilities.

Along with these areas, individuals with the following skillsets and experience are highly desired :

Supervision of staff and contracted labor, including hiring, scheduling, coaching, training, professional development, and performance evaluation.

Solid knowledge of facilities maintenance and administration.

Solid financial skills to accurately project costs of potential jobs and to consistently complete work within established budgetary and time constraints.

Experience with reading, interpretation, and use of blueprints and schematics.

Experience with pool and spray ground maintenance and repair operations.

Solid planning, organization, analytical and decision-making skills.

Advanced written and verbal communication, relationship management, team building, negotiation, and leadership skills.

Experience implementing and executing complicated preventative maintenance programs.

Possession of a Commercial Drivers License (CDL) or the ability to obtain one within 1 year from the date of hire.

Experience with CMMS Systems.

Excellent Microsoft Office suite skills, including Outlook, Excel, PowerPoint, and Word.

Excellent verbal, written, and interpersonal communication skills.

The Parks Facilities Maintenance Supervisor plans, organizes, directs, supervises, evaluates, and performs facilities maintenance activities for the Parks Operations Division including parks, trails, and open space. This includes the coordination and execution of a routine, preventative and deferred maintenance program including technical expertise and budget oversight. The Parks Facilities Maintenance Supervisor is an at-will position that is appointed by and sits at the pleasure of the City Manager.

Receives general direction from the Parks Operations Superintendent and / or designee. Exercises technical and functional direction and training over assigned parks maintenance staff and extra help employees, including assigning work, providing training, and evaluating performance.

This is a single, supervisory level position responsible for overseeing parks facilities maintenance within the Parks & Recreation Department. The position is distinguished by its responsibility for coordinating daily work activities, supervising personnel, ensuring adherence to safety and regulatory requirements. The Parks Facilities Maintenance Supervisor is expected to work independently and exercise sound judgment in decision-making.

The Parks Facilities Maintenance Supervisor performs complex and highly skilled maintenance and repair activities to include the following but not limited to : electrical, carpentry, masonry, painting, plumbing, spray ground / pool maintenance, HVAC and access control solutions.

Evaluates, supervises, and performs the maintenance, preventative maintenance, and repair needs of City Park facilities, buildings, pool, spray grounds, wells, and related park infrastructure.

Assists the Parks Operations Superintendent to implement goals, objectives, policies, and priorities.

Assigns and performs the most complex and highly skilled operational duties such as budget administration, procurement, contracts, and preparing operational procedures.

Assists in preparing and monitoring the division budget, contracts, cost estimates, and procurement of supplies, materials, and equipment.

Assists with the management and use of electronic maintenance management systems and other City software platforms.

Maintains detailed records.

Prepares reports.

Prepares time and material cost estimates for work requested.

Responds to inquiries and complaints.

Supervision of staff, including (but not limited to) recruitment, onboarding, scheduling, coaching, training, professional development, and performance evaluation.

Monitors and inspects the work of various contractors and vendors to evaluate work progress, resolves work problems and determines additional needs.

Evaluates operational effectiveness.

Coordinates, assigns, and reviews the work of subordinate personnel.

Operates and maintains a variety of hand and power tools.

Reads and interprets blueprints and schematics.

Provides assistance to other City Departments as needed.

Collaborates with numerous outside groups, organizations, and agencies.

Provides overall division supervision in the absence of the Parks Operations Superintendent.

Assigns and performs other related duties and responsibilities as directed.

Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be : Education : High school diploma or equivalent. Certificates and licenses for applicable trade work from an accredited college, university, or licensing board are desired. Experience : Five (5) years of experience in a facilities maintenance related field; electrical, plumbing, or HVAC servicing, including at least two (2) years in a supervisory or lead role. Licenses and Certificates : A valid California driver's license at date of hire. Possession and maintenance of a valid Class A California Commercial Driver's License (CDL) or the ability to obtain one within twelve (12) months of hire.
