Duties
Serves as the Deputy Director for Force Development under general administrative direction of the Director of Force Development, Deputy Chief of Staff, G-8.
In absence of the Director of Force Development, provides direct oversight of two One Star-led divisions and 200 staff personnel to include military, civilians, and contractors.
Direct oversight of the Force Development Front Office consisting of military, civilian and contractor personnel responsible for front office functions including Staff and Congressional actions, TDA support, executive calendars and other office functions.
Overall responsibility includes all matters pertaining to planning, programming, budgeting and execution of force development and modernization programs and a full range of associated special studies and analysis activities.
Co-leads with the Director of Force Development to establish directorate priorities, procedures and allocates available resources and personnel to achieve optimum results.
Develops, recommends, interprets, and applies policies and regulations to foster management improvements in assigned areas.
Serves as the senior civilian advisor to the Director of Force Development who relies on incumbent's technical expertise and knowledge on program history, Program Objective Memorandum (POM) development procedures and standards, Office of the Secretary of Defense (OSD) and Congressional budget processes, and past budgetary actions and concerns.
Incumbent is the resident expert on all modernization programs and possesses thorough knowledge of the Planning, Programming, Budgeting, and Execution System (PPBE) and force development processes.
As the senior civilian in Force Development Directorate, incumbent is responsible for a broad range of independent and unique duties which involve contact with officials at the highest levels of the Army Staff, Army Secretariat, OSD, Office of Management and Budget (OMB), Congressional Budget Office (CBO) and Congress.
Provides leadership and guidance to the Equipping Program Evaluation Group (EE PEG) and 17 Battle Operating System (BOS) divisions.
Provides broad guidance to the two One-Star Directors, then reviews progress and results to ensure compliance. Chairs 2 Star PEG reviews and supports 3 Star POM (G-8 led) and 4 Star Co-chair decision reviews with the Commander, Army Futures Command and Army Acquisition Executive.
Provides leadership of the documentation process that allows synchronization between EE PEG decisions and the G-3 / 5 / 7's Total Army Analysis (TAA) process.
Chairs the Transparency General Officer Steering Committee with the Assistant Secretary of the Army (Acquisition, Logistics and Technology), the Assistant Secretary of the Army (Financial Management and Comptroller), and the Reserve Components to oversee the prioritized distribution of equipment across components.
In coordination with Army Futures Command, provides strategic and technical guidance for Headquarters, Department of the Army's Strategic Program Analysis and Review forum to review the future Army and set the conditions for informed decisions in the POM and TAA.
As a member of the Planning, Programming, Budget Committee, works to ensure that all resource aspects of capability delivery are addressed.
Conducts periodic reviews of BOS strategic plans for compliance with Army strategy. Reviews developmental systems' progress to ensure that programs achieve required capability on an acceptable timeline in an affordable manner.
