JT4 is hiring a Senior Project Manager for their China Lake Range, in Ridgecrest, CA .

JT4, LLC is seeking a Senior Project Manager who has the ability to ensure projects remain in-scope and meet budgetary, scheduling, and quality requirements in a DoD environment.

The candidate will have the ability to create, manage, and distribute project communications artifacts, schedules, and budgets.

This role will provide project status updates at predetermined time intervals to all stakeholders. The Senior Project Manager will support NAWCWD range upgrades to include new EW mission systems, fixed and mobile target development, and support the $70M upgrade of the China Lake Range new Range Control Center Complex.

JT4 provides engineering and technical support to multiple western test ranges for the U.S. Air Force and Navy under the Joint Range Technical Services Contract, better known as J-Tech II.

We develop and maintain realistic integrated test and training environments, and prepare our nation's war-fighting aircraft, weapon's systems and air crews for today's missions and tomorrow's global challenges.

Note : This position is located at China Lake and is not eligible for telework

JOB SUMMARY - ESSENTIAL FUNCTIONS / DUTIES

Using comprehensive knowledge of project management and systems engineering fundamentals, the incumbent individually leads small to large size projects and programs of low to high complexity supporting Company and customer requirements.

Upgrade test infrastructure to support warfighter test and training operation support systems are new and often one of a kind.

Additional functions and duties involve :

Tasks include the daily conduct of large project / program activities involving : Make priority determinations and resource management and leveling decisions.

Develop, review, and approve project documentation. Establish and maintain project / program portfolio. Establish, execute, and report on project budget.

Manage project risk. Monitor / control and re-plan project. Provide project status through project / program reviews. Annotate lessons learned and archive project data.

  • Responsible for the operation of the Work Management System (WMS) and training project / program personnel on its functions.
  • Create, evaluate, and distribute reports and resolve anomalies or issues with project / program data.
  • Develop and conduct training classes in practical project management.
  • Develop and improve project management tools, processes, and procedures.
  • Follow company and Government processes and procedures as required maintaining accountability and responsibility for project schedule, budget, and requirements to deliver projects on time meeting required budget.
  • Required to recruit and hire appropriate technical personnel to ensure the accomplishment of project / program requirements.
  • Use established policies, procedures, and subject matter knowledge to complete assignments of high complexity that vary in nature and sequence.
  • Will work alongside National Level experts in electronic warfare, weapon systems development and test operations.

REQUIREMENTS - EDUCATION, TECHNICAL AND WORK EXPERIENCE

Project Manager IV : Must have a Bachelor's or higher degree or any combination of formal education, training and experience equivalent to 12 years involvement in technically demanding program or project assignments.

Must have demonstrated supervisory knowledge and skills in resource organization and allocation, planning and budgeting, continuous quality and process improvement, configuration management, setting and measurement of program goals, as well as excellent verbal and written communication skills.

Must have knowledge of Earned Value Management techniques. Position may require travel. Incumbent must qualify for and maintain a Security Clearance and possess a valid State driver's license.

Project Manager V : Must have a Bachelor's or higher degree or any combination of formal education, training and experience equivalent to 14 years involvement in technically demanding program or project assignments.

Must have demonstrated superior knowledge and skills in all aspects of the project management discipline to include resource organization and allocation, planning and budgeting, continuous quality and process improvement, configuration management, setting and measurement of program goals, as well as excellent verbal and written communication skills.

Incumbent must qualify for and maintain a government Security Clearance and possess a valid State driver's license.

SITE SPECIFIC REQUIREMENTS :

  • 10 years of experience managing multiple large and complex projects from project initiation to project closure.
  • Experience directing and managing projects in support of the Department of Defense. Individuals with DAWIA certifications are encouraged to apply.
  • Ability to use methods and tools for quantitatively analyzing decisions under uncertainty and / or multiple conflicting objectives (Methods may include Trade Studies, Value Engineering, Alternative Analysis, Sensitivity Analysis Techniques (e.

g. Monte Carlo, Stochastic Programming), Cost as an Independent Variable (CAIV), Schedule as an Independent Variable (SAIV).

  • Basic understanding of Model Based Systems Engineering.
  • Ability to develop a project management plan.
  • Experience developing task methodology internal or external development (sub contract).
  • Must have the ability to develop an acquisition strategy if external development is required.
  • Knowledge of contract types : CPIF, CPFF, FFP, T&M desired.
  • Must have demonstrated expertise : Statement of work development Managing different contract types
  • Expertise managing funds in excess of $10M desired. Current EQ upgrade program is $10M.
  • Must be capable of developing a budget and managing funds.
  • Must be capable of developing metrics to measure cost, schedule and performance.
  • Required proficiency in MS Project version 13 or newer.
  • Proven track record in creating executive-level briefings.
  • Ability to oversee a workforce ranging from 5 to over 100 individuals.
  • Knowledgeable about Department of Defense (DOD) acquisition and project management terminology.
  • Project Management Professional certification is a plus, but not required.
  • Familiar with test and evaluation.
  • Prior background in project management or as a project engineer within a test range or testing facility.
  • Must be a U.S. citizen.

The expected salary range for this position is $114,810.65 to $211,120.00 annually.

The salary range offered for this position is a good-faith description of the expected salary range this role will pay. JT4 LLC considers factors such as (but not limited to) responsibilities of the position, candidate's work experience, education / training, key skills, internal peer equity, as well as, market and business considerations when extending an offer.

WORKING CONDITIONS

This position involves work typical of an office environment with no unusual hazards. There is occasional lifting (up to 20 pounds), constant sitting and use of a computer terminal, constant use of sight abilities while writing, reviewing, and editing documents, constant use of speech / hearing abilities for communication, and constant mental alertness.

Routine travel to remote Company work locations may be required.
