Position : Safety and Compliance Manager

Reports to : Chief Operations Officer

Overview

The Safety and Compliance Manager (SCM) is responsible for directing and monitoring the safety and regulatory compliance program of California Waste Solutions (CWS), a multi-site recycling collection, processing, and marketing enterprise.

The SCM establishes, implements, and enforces an organization-wide program to ensure that employees, both management and non-management, comply with the rules and regulations of Federal, State and Local Regulatory Agencies, and that company safety and compliance policies and procedures are consistently followed.

An effective safety and compliance program prevents injury and illegal, unethical, and improper conduct. The SCM, while reporting to the Chief Operations Officer, functions independently and objectively in reviewing and evaluating compliance issues and concerns within the organization.

The SCM is the channel of communication to receive and direct safety and compliance issues to appropriate resources for investigation and resolution, and as appropriate, may be the final internal resource with whom concerned parties may communicate after other formal channels and resources have been exhausted.

Responsibilities

  • Manage and monitor adherence to policies and procedures for CWS Safety and Compliance programs and all applicable rules and regulations, including but not limited to, EPA and Cal / OSHA
  • Identify areas of vulnerability related to industry standards and regulations and rectify the situation
  • Conduct regular and consistent facilities inspections to secure compliance with Federal, State and local laws and regulations and provide findings and recommendations to appropriate CWS management and / or staff
  • In collaboration with corporate leadership and staff teams, assess corporate compliance with industry standards and regulations
  • Manage implementation of and adherence to all aspects of Health and Safety, OSHA compliance and applicable laws and regulations
  • Develop strategies to enhance compliance to match criteria
  • Direct and coordinate activities to develop and implement approved long-range safety and compliance targets to meet all related corporate goals and objectives
  • Develop, initiate, maintain, and revise structure, policies and procedures for CWS Safety and Compliance Programs and related activities
  • Develop, maintain and update company’s Injury and Illness Prevention Plan and other required documentation that will meet or exceed Cal / OSHA standards
  • Manage industrial injuries, initiate Worker’s Compensation claims and assist in workplace accommodation when appropriate
  • Lead investigations for accidents, root causes of injuries, illness, near-miss incidents, and report all accidents / incidents within 24 hours or sooner as required
  • Lead and manage the company’s drug testing protocol
  • Develop policies and procedures outlining the requirements and guidelines for safety and compliance related performance and related documentation, including but not limited to, employee emergency action plans, emergency preparedness, and crisis management programs and any other programs necessary to minimize risks
  • Prepare and review periodic safety reports and analysis of claims activity, review monthly Workers' Compensation Cost Reports and communicate relevant information to senior management for case management
  • Work in concert with loss control and safety staff from the insurance companies and brokers, specifically providing leadership concerning safety training methods that have been implemented collaboratively between CWS and brokers.
  • Manage and ensure compliance with various Worker Compensation and Risk Management programs for record keeping requirements, including Employee Workplace Accidents Program, Manage and coordinate with Human Resources Return to Work / Modified Duty Program, including case management oversight of staff on modified duties to ensure early and safe return to work and within ADA guidelines
  • Direct and implement safety and compliance training programs consistent with organizational targets, needs, and the requirements of applicable governmental bodies
  • Develop and oversee a system for uniform handling and documentation of Safety and Compliance violations and resolutions
  • Consult with the company’s legal counsel to resolve legal compliance issues, as needed
  • Maintain and manage current safety files and employee training needs
  • Serve as a corporate representative for external interactions with safety and regulatory bodies and participate in audits and inspections by regulatory authorities as necessary
  • Manage the day-to-day operation of the Safety and Compliance Programs
  • Interpret waste management / recycling industry standards and regulations, as required
  • Hold regular meetings with executive, management, supervisory and individual contributor staff on safety and compliance issues
  • Hold regular Safety Committee meetings
  • Prepare regular reports and analyses setting forth progress and adverse trends with appropriate conclusions and recommendations
  • Develop and maintaining a risk control database and documentation library
  • Collaborate with and across CWS functional areas, management and teams to direct compliance issues to appropriate channels for investigation and resolution
  • Monitor hazardous waste disposal and respond to hazardous materials spills / incidents as appropriate and necessary
  • Performs other functions as assigned

Required skills and qualifications

  • B.S. Degree in Occupational Health and Safety, Environmental Health and Safety and a minimum of 5 years in a management role involving Health and Safety functions, as outlined above
  • Demonstrated understanding of risk management and performance improvement
  • Demonstrated experience managing multiple projects and processes
  • Demonstrated knowledge of and proficiency with laws, regulations, standards, and policy formulation relative to applicable safety and regulatory issues
  • Demonstrated leadership ability, problem solving, and team building skills
  • Effective verbal and written communication skills
  • Minimum 3+ years working in a union environment addressing grievances and related labor-management matters; a plus
  • Minimum 2+ years of experience in recycling / waste or transportation industry; a plus
  • Ability to work effectively and efficiently, both independently and collaboratively as part of a team
  • Organizational skills and ability to prioritize appropriately
  • Computer literate in Windows and MS Office
