Job Overview :
Lead the design, implementation, and maintenance of the Clerk's IS&T infrastructure, including cloud solutions (Microsoft Azure), virtualization platforms (VMware), and operating systems (e.g., Tyler Technologies). Ensure system reliability, security, and scalability to support judicial and public services. Responsibilities include vendor and contract management, project oversight, disaster recovery planning, system optimization, and budget input for infrastructure investments. Play a key role in evaluating new technologies, developing solutions for aging infrastructure, and providing technical guidance to other team members. Serve as a technical subject matter expert, mentoring junior staff and advising leadership on technology solutions that align with the Clerk's mission.
Essential Functions :

- Design, plan, implement and maintain infrastructure environments to support business strategies and initiatives.
- Optimize system performance and ensure the reliability of IS&T services through the use of cloud solutions and virtualization technologies.
- Provide Tier 3 technical support for infrastructure systems, diagnosing and resolving complex issues, and conducting root cause analysis.
- Monitor operating systems and environments to ensure service level agreements (SLAs) are met and security compliance is maintained.
- Coordinate with vendors, contractors, and internal customers to ensure smooth implementation and operation of new systems.
- Participate in technology procurement and budget planning for infrastructure investments.
- Ensure compliance with government regulations, cybersecurity standards, and disaster recovery protocols.
- Develop and maintain standard operating procedures (SOPs) and documentation for infrastructure and applications; identify opportunities for process improvements and automation.
- Provide technical guidance and mentorship to other team members, particularly in the areas of network and endpoint infrastructure.
- Contribute to the technical direction and strategic decisions related to infrastructure development and long-term planning.
- Collaborate with IS&T leadership to align infrastructure strategy with organizational goals.
- Work with business stakeholders to translate business requirements into technical specifications and collaborate with development and testing teams.
- Gain a comprehensive understanding of infrastructure components for each application and maintain strong relationships with support teams.
- Conduct capacity and resource planning to optimize computing performance; recommend upgrades when needed and perform load testing to ensure service level targets are met.
- Design and implement hardware and software solutions that ensure high availability of critical systems, in collaboration with external service providers.
- Develop, document, and maintain backup and recovery procedures; ensure backup integrity and timely resolution of issues; coordinate with off-site storage vendors.
- Create and maintain disaster recovery plans and procedures.
- Contribute to the development of security policies and procedures to safeguard systems and data.
- Oversee the change control process by evaluating impacts, ensuring documentation, and confirming appropriate approvals and communications.
- Provide advanced (Level 3) support for problem analysis and resolution.
- Document all infrastructure and system changes, including architecture updates and modifications.
- Perform other functions, duties and conduct special projects and / or research as assigned.
Job Requirements
Minimum Qualifications Required :
Bachelor's degree is required ; preferably in Computer Science, Information Technology or related field.Minimum of eight (8) years of experience in Information Technology, to include five (5) years managing enterprise infrastructure.Advanced knowledge of VMware virtualization, Windows and Microsoft 365.Preferred Qualifications :
Certifications such as Microsoft Certified : Azure Administrator, VMware Certified Professional (VCP), or Cisco CCNA / CCNP or equivalent are highly desirable.Experience working in court systems or public sector IT environments.Knowledge of Citrix Netscaler a plus.Technical Requirements :
Comprehensive knowledge of operating system administration, network management, and cloud architecture.Advanced skills in configuring, maintaining, and troubleshooting Windows Server and Linux environments.Extensive experience with Microsoft technologies, including Active Directory, DNS, DHCP, file permissions, clustering, IIS, Exchange, Office 365, SharePoint, and SQL Server.Strong understanding of networking concepts such as routing, subnets, VLANs, and load balancing.Proficient in virtualization (VMware vSphere preferred) and scripting languages like PowerShell, VBScript, and batch.Skilled in managing IIS, Apache, and remote access solutions including Citrix and Cisco VPN.Experienced in implementing and managing tools such as SCCM, SCOM, Orchestrator, and Spotlight.Working knowledge of CJIS, NIST, and other government security standards.Proficient in Tyler Technologies systems (e.g., Odyssey), Microsoft 365, and PowerShell.Familiar with ITIL best practices and service management tools.Understanding of WCAG 2.0 Level AA standards under the ADA.Proficiency working with a personal computer in Windows environment and utilizing word processing (MS Word, Excel, Power Point, and Outlook), Windows OS, Microsoft SCS, testing management tools, ITIL incident tracking software, ITIL incident reporting tools, MS Outlook / Exchange management, Apple devices, Remote Assistance tools, Software Distribution tools and System Administration tools including Active Directory.Ability to :o Manage and support large-scale environments (100+ servers) across multiple datacenters using server-class hardware.
o Analyze complex problems, identify root causes, and develop effective solutions.
o Analyze server performance, manage clustering technologies, implement backup strategies, and work with SAN / NAS storage systems.
o Exhibit hands-on experience supporting Microsoft SQL Server and other database platforms.
o Demonstrate excellent written and verbal communication skills to effectively communicate technical information to both technical and non-technical audiences.
o Resolve issues quickly under pressure.
o Manage projects, develop project plans, and track progress.
o Lead and mentor junior team members, providing technical guidance and support.
o Work occasional evening or weekend work required for system maintenance or emergency response.
o Use standard office equipment (computer, fax, telephone, copier, etc.)
