Municipal Program Manager

The Milwaukee Metropolitan Sewerage District (MMSD) is a regional governmental agency that serves 1.1 million people in the greater Milwaukee area. MMSD provides water reclamation, flood management, and green infrastructure services for our community. MMSD is seeking qualified candidates for the position of Municipal Program Manager in the Technical Services Division. Reporting to the Engineering Planning Manager, you will oversee MMSDs relationship with municipal communities through regulatory oversight, communication, and collaboration on both MMSD and municipal issues. You will protect MMSD assets by providing approval or denial of requests made by municipalities, private entities, and other agencies to build over or within MMSD easements and facilities.

Essential Duties and Responsibilities

Interpret and enforce MMSD rules that govern and define the requirements of municipal customers and entities performing work in MMSD easements or adjacent to MMSD facilities. Provide general municipal coordination for projects that overlap with MMSD initiatives. Oversee the review of sanitary sewer and stormwater management plans, green infrastructure plans, and watercourse connection permits. Review design and construction drawings from external entities. Coordinate quarterly and annual meetings / conferences with MMSDs member and non-member municipalities. Organize internal municipal communications between MMSD programs, such as the Private Property Infiltration and Inflow Reduction Program, the Wet Weather Peak Flow Management Program, and green infrastructure initiatives. Manage MMSD projects to meet project goals, ensure collaboration with stakeholders, and complete projects on schedule and within budget. Complete special projects as assigned.

Qualifications

Bachelors degree in civil engineering, construction management, or a related field. Five years of job-related experience (advanced education degrees will be considered in lieu of experience). Previous supervisory experience / training or demonstrated leadership skills. Ability to enforce regulations. Knowledge of sanitary and / or stormwater design in addition to construction knowledge. High degree of interpersonal, communication, and problem-solving skills with a demonstrated ability to resolve conflict. Computer software proficiency. Valid drivers license required and a good driving record at time of application, during the selection process, and throughout employment.

Supervisory responsibilities : Carry out supervisory responsibilities in accordance with MMSD policies and applicable laws. Responsibilities may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Physical requirements : This work requires the regular exertion of up to 10 lbs. of force. Work regularly requires sitting, speaking, hearing, and using hands. Work occasionally requires standing and walking. Sensory requirements : Work has standard vision requirements. Vocal communication is required for expressing ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Work requires preparing and analyzing written or computer data. Environmental exposures : Work has occasional exposure to adverse environmental conditions. Work is generally in a low noise location.
