Mosquito Control Field Operations Supervisor

Performs specialized work involving the inspection, treatment, and supervision of mosquito control field operations. Works under the direction of the Program Manager and is expected to exercise considerable independent judgment to accomplish work with a minimum of supervision. Work includes performing the functions and duties of a Mosquito Control Technician.

Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description. Additional compensation based on licensure.

Supervises field surveillance, larviciding and adulticiding operations and evaluates the effectiveness of these operations. Supervises, mentors and trains all Mosquito Control (MC) field staff, including MC Technician I's and MC Technician II's. Assists in coordinating field evaluations of pesticides and application equipment. Ensures all spray equipment is calibrated according to label specifications.

Conducts field inspections to detect the presence of mosquitoes; sets and retrieves mosquito traps. Applies pesticides to control adult and larval mosquitoes.

Maps all new mosquito sources and records inspection and treatments, using both desktop and mobile Geographic Information Systems. Manages and troubleshoots MC software and hardware.

Oversees technical equipment calibration and testing as required for standard program operations and County NPDES permit requirements.

Coordinates and is responsible for scheduling of equipment through Fleet and performs maintenance on equipment external to Fleet inventoried items (such as foggers and spray mounts).

Conducts quality assurance evaluations and oversees customer satisfaction in the field. Implementation of integrated pest management (rotation of pesticides and use of biological controls) to reduce resistance potential of pesticides and enhance treatment effectiveness in Seminole County.

Applies natural predators, chemicals and other biological products known to be effective against immature mosquitoes. Performs source reduction projects.

Evaluates work performance and abilities of subordinates.

Maintains records and completes reports for the Manager. Maintains daily records of areas sprayed, to include location, time, volume of chemicals used, and miles traveled. Inputs daily activities into a database.

Conducts monthly chemical inventory and calculates pesticide usage to predict procurement needs. Submits monthly chemical reconciliation of inventory to Manager for mandatory state reporting. Meets with Mosquito Control State Inspector during annual surprise inspection event.

Establishes and maintains effective working relationships with other employees and the general public. Works with County Code Enforcement and municipality contacts.

Provides information to the public on the production and elimination of mosquitoes. Responds to citizens' requests in a courteous and timely manner. Conducts outreach and public education programs as assigned by Manager.

Maintains Sentinel Chicken Flocks and performs other duties of Mosquito-Borne Virus surveillance such as arbovirus surveillance program coordination, collection, and data reporting to Manager.

Works closely with state lab on projects with topics such as ovi-traps and Culex egg collection.

Participates in continuing education on Public Health Pest Control and Federal, State and County laws and regulations governing pesticides. Keeps abreast of advancements in the mosquito control field through self-study and professional training courses. Conducts in-house training on PPE, chemical use, and cross-training of non-mosquito personnel.

High school diploma or GED and three (3) years of experience in mosquito control and one (1) year of supervisory experience. Mosquito control supervisory experience preferred. A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Must possess a valid Public Health Pest Control certification issued by the State of Florida Department of Agriculture and Consumer Services and maintain the certificate throughout employment.

Must be able to work evenings, weekends, holidays and rotating shifts.

Must possess and maintain a valid Florida Driver's License.

Must be able to obtain and maintain forklift certification.

Knowledge of the field aspects of mosquito control operations.

Knowledge of GPS / GIS and handheld computers is essential.

Must be able to calibrate spray equipment for proper application rate. Knowledge of the geographic layout of Seminole County is a plus.

Knowledge of source reduction projects.

All employees must attend Seminole County Required Trainings. Department Specific trainings per position may be required. Obtains vendor quotes for equipment and maintenance. Conducts mechanical testing of equipment, as needed. Other related duties as required. In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

County-paid benefits for employees. Competitive Wages : Our compensation system includes competitive hiring salaries. Paid Time Off : New full-time employees accrue 20 days per year of Paid Time Off (16 days for 24-hour shift personnel). New part-time employees accrue 83 hours per year of Paid Time Off. Accrual rates increase with service time. Paid Holidays : We observe 12 paid holidays which includes an employee birthday holiday and a floating Work / Life Day. Bereavement Leave : Employees may receive up to one week paid leave per fiscal year for absence due to the death of an immediate family member. Florida Retirement System : All employees in regularly established positions are automatically covered from the first day of employment. Seminole County makes contribution on behalf of the employee and the employee is also required to make a 3% contribution. Employees Assistance Program : Our EAP provider can help employees and their families with issues such as personal / family matters, financial debt counseling, substance abuse, etc. Training and Development Program : The Employee Learning Center provides training opportunities for employees which promote performance, enhance employees' work life experiences, and support the organization. Employee Awards and Recognition : A program to reward outstanding performance and enhance service to the citizens of Seminole County. Wellness Center : Includes exercise equipment, resource library, and educational programs. Health Insurance : Health Insurance is effective the first of the month after completing 30 calendar days of employment. Seminole County offers a Point of Service (POS) plan. Dependent coverage is also available, the cost is split between the employee and employer. This benefit is not extended to part-time employees. Life Insurance : Life and Accidental Death & Dismemberment Insurance for employees, equal to one times annual salary. Not extended to part-time employees. Long-Term Disability : Provides 60% of salary after 6 months of disability. Not extended to part-time employees. Optional benefits (employee-paid) for full-time employees : Deferred Compensation Plan (457) : Employees may choose to have pre-tax payroll deductions made for deposit into this savings plan up to an IRS-established maximum. Dental Insurance : A choice of 3 plans is available for employees and dependents at employee expense. Additional Life Insurance : At employee expense, additional life insurance up to five times annual salary; dependent coverage also available. Short-Term Disability Insurance : 60% of salary for the first six months of disability at employee expense. Cancer and Specified Disease : Pays a benefit directly to the employee if being treated for this disease. Flexible Spending Account : A pre-tax account for childcare and un-reimbursed medical expenses. Pre-Tax Payroll Deductions : Under Section 125 of the IRS Code, certain payroll deductions for insurance coverage may be taken out prior to income being taxed.
