Assistant Human Resources Manager

The Prince George's County Planning Department of The Maryland-National Capital Park and Planning Commission is seeking an Assistant Human Resources Manager to join our planning team. This position functions as a non-supervisory team leader and alter ego to the Department Human Resources Manager, supporting the strategic and operational delivery of human resources services across the Planning Department. The Department has approximately 235 employees.

As a key contributor to the Department's human resources work program, this position provides strategic and tactical support to the Department Human Resources Manager and collaborates with senior and executive management teams on a wide range of HR matters. The Assistant HR Manager offers guidance and consultation on complex or sensitive personnel issues, supports the allocation of workforce resources, analyzes various facets of the work program, and assists in the development and execution of HR strategies and plans. The position plays an integral role in advancing a comprehensive employee development and training program, while promoting innovation, automation, and compliance across HR operations. Though non-supervisory, the role functions as a team lead and is expected to demonstrate critical thinking, initiative, and a high level of professionalism in all aspects of HR service delivery.

The Prince George's County Planning Department provides land use planning for the physical development of Prince George's County, Maryland. As the second most populous county in Maryland, Prince George's has a population of approximately 900,000 residents with 15 Metro Rail Stations and is home to the University of Maryland at College Park, National Harbor, NASA Goddard Space Flight Center, and a world-class parks and recreation system. Prince George's County has 27 municipalities, from rural to urban communities, with a land area of approximately 500 square miles.   • Experience supporting organizational change and workforce development.
  • Experience in developing and implementing employee development programs.
  • Familiarity with investigating, documenting, and analyzing employee relations matters.
  • Working knowledge of FMLA, ADA, and other employment regulations.

Minimum Qualifications :

  • 1. Bachelor's Degree in Human Resource Management, Finance, Business or any related field.
  • 2. Four (4) years of progressively responsible experience in Human Resource Management, finance or any related field.
  • 3. An equivalent combination of education and experience may be substituted, which together total 8 years.
  • Preferred Qualifications :

  • Experience using standard office productivity platforms to automate routine HR tasks and enhance service delivery.
  • Proven ability to identify and redesign inefficient HR processes, applying innovative solutions to improve service delivery.
  • Experience conducting, documenting, and analyzing employee relations investigations, including performance management and workplace concerns.
  • Working knowledge of FMLA, ADA, and other employment laws, with a focus on ensuring compliance in leave administration and accommodations.
  • Experience developing and delivering HR training programs, including employee development, mentorship, and skill-building initiatives.
  • Familiarity with creating and maintaining HR metrics and dashboards to evaluate program effectiveness and support data-driven decision-making.
  • Ability to collaborate with cross-functional teams including Legal, Audit, Risk Management, and Corporate HR to support policy implementation and compliance.
  • Experience supporting recruitment strategies that attract specialized and diverse talent pools.
  • Strong written and verbal communication skills, with the ability to produce clear policies, procedures, and guidance documents.
  • Proven ability to build positive working relationships across all levels of an organization, fostering engagement and trust.
  • Demonstrated success in applying critical thinking to resolve complex HR challenges and support strategic initiatives.

    Working Conditions : Works in an office setting; may work outdoors briefly on an incidental basis. Work is primarily sedentary and requires very light to light physical effort. May be subject to various job demands such as high volume of work and tight deadlines.

  • The M-NCPPC offers a competitive salary range of $68,912-$122,285 annually (salary is commensurate with education and experience) with excellent benefits including generous leave, extensive health coverage, deferred compensation plan, and employee pension plan.
