Position Type / Expected Hours of Work :

This is a full-time position that works on average 35-40 hours a week. Additional hours may be required. This position has a standard work week of 8 : 00am-4 : 30pm Monday through Friday; schedule may vary based on agency needs at the discretion of the Director of Human Resources and / or CEO.

Summary :

The HR Talent Specialist is responsible for guiding all human resource activities for the Agency relating to Talent. Consulting on employee and labor relations, ensuring legal compliance and implementation of the organization’s mission and talent development strategy will be key functions in this role. The HR Talent Specialist will be responsible for a variety of Human Resources functions, including thing such as internal audits, agency training compliance, and the organization and administration of HR processes including recruitment, onboarding and offboarding.

The essential functions of this position include :

Employment Life Cycle

  • Oversees and coordinates all recruitment efforts for all exempt, nonexempt, seasonal and temporary workers, including but not limited to :
  • Writing and placing advertisements.
  • Working with supervisors to screen and interview candidates.
  • Conducting reference checks.
  • Extending job offers.
  • Monitoring career-path program and employee relations counseling.
  • Work with Employee Experience Specialist to ensure off-boarding processes are completed including, but not limited to :
  • Updates to Pioneer’s HRIS database(s) (payroll, employee benefits, EZ texting, etc.).
  • Managing all employee files in proper electronic format (or paper as needed); ensure all record retention guidelines are followed.
  • Communicate all changes / terminations to the Director of Human Resources and / or CEO in order to obtain separation authorization as needed.
  • Ensures all off-boarding processes are completed in a timely manner adhering to all company policies, procedures and various departmental checklists.
  • Compliance & Recordkeeping

  • Act as the primary HR Generalist for organizing and managing incoming employee documentation and files; maintain Human Resources’ related documentation, electronic files and HRIS systems in regards to :
  • Personnel files and related information in agency’s HRIS system.
  • Completing HR new hire and ongoing internal audits.
  • Work with appropriate agency staff to coordinate the successful completion of external audit requests.
  • Communicating with Directors, Managers, and Supervisors to maintain overall HR, licensing and accrediting compliance.
  • Establishes and maintains department records and reports as assigned.
  • Assist with on-going review and assessment of Job Descriptions as needed.
  • Ensures compliance with all federal, state and local employment laws, as well as contractual and regulatory obligations, and that necessary documentation is maintained.
  • Interpret and explain human resources policies, procedures, laws, standards, and regulations.
  • Training & Development

  • Helps the agency maintain a trained work force by assisting with the evaluation of training needs, conducting training and / or finding training resources for each department and overseeing agency-wide training processes to ensure ongoing compliance, including the coordination of grants to support talent development (i.e. – Going Pro).
  • Participates in administrative staff meetings and attends other meetings such as all staff events, other departmental meetings, seminars, etc.
  • Employee & Client Relations

  • Provides advice and counsel to department heads, managers and supervisors with evaluation of employees, appropriate discipline, and hearing grievances or complaints.
  • Assist with employee relations matters as they relate to policy violations, performance management, and employee complaints; includes assistance with the investigative process as assigned.
  • Sort, reply and distribute Human Resources incoming emails, mail and other messages to the HR team.
  • Provide back-up support for agency fingerprinting needs (to the public and / or new hires as requested).
  • Take lead on representing the agency in respect to unemployment claims and hearings.
  • Partner with the Director of Human Resources and CEO to assess agency workforce needs and recommend strategies for implementation.
  • Provide back-up support for Employee Experience Specialist as needed.
  • Education / Talent Requirements :

  • Individual candidates will be evaluated based on overall education and experience; Associates’ degree in Office Administration, Human Resources, or similar discipline, and / or two years’ experience in a diverse office environment with a history of increasing responsibility and focus on HR processes, procedures and overall compliance, preferred.
  • Human Resources certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR a plus.
  • Will be required to successfully complete and pass all initial and future trainings mandated based on license obligations, contracts, and state / federal regulatory authorities.
  • Ability to prioritize both self and others’ workloads with minimal supervision; high degree of self-direction with the ability to work independently to meet deadlines.
  • Solid reasoning skills, including the ability to define problems, collect data, establish facts and draw valid conclusions.
  • Strong computer skills; experience with technology systems.
  • Should be highly organized and motivated to provide a quality engaging customer service to employees, participants, and other agency stakeholders.
  • Consistently greets clients, visitors, and fellow employees in a warm, respectful, and welcoming manner; demonstrates genuine care through attentive body language, friendly tone, and courteous verbal acknowledgment.
  • Creates a positive first impression and fosters a supportive environment by ensuring every interaction reflects kindness, professionalism, and organizational values; strong dedication to the agency’s mission and a positive attitude towards agency culture must be maintained at all times.
  • Ability to work respectfully and courteously with a wide variety of individuals, including those with disabilities.
  • Work Experience Requirements :

  • Experience in a Human Resources, or similarly confidential role, with proven ability to maintain confidentiality of employment and medical records a plus.
  • Prior experience with HR processes, procedures and overall compliance a plus.
  • Minimum of two years’ experience in a diverse office environment with a history of increasing responsibility preferred.
  • Minimum one year previous experience in a Human Resources or Administration role also preferred.
  • Travel :

    Must be willing and able to travel up to 25% for meetings, trainings, employee events / engagement and conferences. Total travel expected to be less than 10%. Company vehicle is not typically supplied; use of personal vehicle will be required. However, this position is expected to maintain an acceptable driving record and adhere to all company drug-free workplace policies, as specified above, in order to operate a non-DOT agency vehicle as needed / authorized.

    Work Environment :

    This employee usually works in an office environment but may be required to perform job duties outside of the typical office setting. Moderate noise (i.e. business office with computers, phone, printers, and light foot traffic). Ability to work in a confined area. This position works in close proximity to people. While the majority of working time is spent indoors in a residential environment or office, employees in this position may work outdoors in all seasons for short periods of time, e.g. assisting a resident into a vehicle, taking a resident on an outing, snow removal, etc.

    Physical Demands of the Job :

    Primarily sedentary work : while performing the duties of this job, the employee is regularly required to, stand, walk, sit, talk, hear, and use hands and fingers to operate a computer, telephone, keyboard, etc. May be required to reach, stoop, or kneel to perform miscellaneous duties. Occasional light lifting up to 25 lbs may be expected. The worker is required to have close visual acuity to perform an activity such as : preparing and analyzing data and figures, transcribing, viewing a computer terminal, extensive reading, and various visual inspection requirements.
