Operations Officer II

This is a non-civil service position.

Salary Range : $74,803.00 - $119,684.00 Annually

Starting Pay : $74,803.00 Annually

The city offers medical, prescription drug, dental, vision, optional life, AD&D, and FSA plans. This office also supplies wellness programs, support groups, and workshops.

Job Summary

An operations officer ii performs professional work in planning, coordinating or directing an administrative, programmatic or technical operation for an agency. Work of this class involves supervising professional or technical personnel and may involve supervising clerical or paraprofessional personnel. Incumbents receive managerial supervision from an administrative superior. Employees in this class work a conventional work week. This position may require occasional evening work or weekend hours based on community needs. Work is performed in an office where work conditions are normal and may sometimes require responses directly to community activities. Work requires minimal physical exertion.

Essential Functions

  • Planning and coordinating the administrative activities of agency programs including monitoring budgetary needs, fiscal and expenditure control, human resources administration, public policy, community relations or organizational analysis.
  • Reviewing, interpreting and recommending departmental policy, practices, and procedures to ensure program efficiency, and compliance with law.
  • Develops long and short-term goals for a program to meet objectives.
  • Develops, revises, and implements policies, and practices.
  • Monitors program activities for completion and adjusts as necessary to achieve outcomes.
  • Manages a variety of special projects by creating plans of action and prioritizing multiple tasks effectively.
  • Represents the Baltimore Police Department at meetings and community functions in a liaison capacity with stakeholders.
  • Prepares briefings to senior leaders and large groups.
  • Evaluates programs, policies, and operational procedures to ensure compliance with established federal, state, municipal, and departmental policies, goals, and objectives.
  • Speaks and testifies before media with permission of the public information officer, speaks before governmental councils, business groups, and community groups on departmental projects, plans, goals, and activities.
  • Prepares purchase orders and ensures professional development of subordinate personnel.
  • Plans, coordinates, and evaluates the work of subordinate personnel.
  • Performs related work as required.

Minimum Qualifications

Education : Have a bachelor's degree from an accredited college or university. Graduate degree in social science, public policy, public health, criminology, or related field preferred.

AND Experience : A minimum of 1 years' experience in community / youth programming, violence prevention, community outreach and engagement, project management, and / or public administration.

OR Equivalency Notes : Have an equivalent combination of education and experience.

Knowledge, Skills, and Abilities

  • Comprehensive knowledge of the principles and practices of project management and leadership
  • Knowledge of neighborhood policing plan implementation
  • Ability to provide technical assistance to Baltimore city partners and stakeholders
  • Knowledge of applying data towards decision making on community programs
  • Strong public speaking and writing skills, including the ability to convey complex information to stakeholders, including the public, elected officials, business leaders, and practitioners
  • Ability to lead high-level planning efforts, coordinate multi-stakeholder groups, and manage complex operational functions
  • Strong attention to detail and the ability to adhere to strict deadlines
  • Familiarity with public administration, nonprofit management, or public-private partnerships
  • Ability to work collaboratively with a variety of stakeholders including Baltimore police department stakeholder's agency wide as well as external stakeholders
  • Ability to establish and maintain effective working relationships with government officials, community organizations, education institutions, and business groups
  • Critical thinking and problem solving
  • Commitment and passion for the mission of the Baltimore police department.

    Background Check : Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and / or Fingerprint screening, and must be successfully completed.

    Probation : All persons, including current City employees, selected for this position must complete a 1 year mandatory probation.
