BACKGROUND IMPACTING POSTION : The City of Stafford is widely recognized as the largest city in Texas which does not assess a city property tax. The majority of city funds are derived from the city sales tax. The City Council has emphasized the responsible use of city funds and resources. The city has a solid goal of living within its' means to which it is committed. The prudent administration of all budgetary matters, proper utilization of funds and resources by every Department is a critical component of preserving the City's strong fiscal status. This position is a key employee in that pursuit.
ESSENTIAL DUTIES AND RESPONSIBILITIES : The below statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. They are not intended to be an exhaustive list of all responsibilities, duties, and skills required. This description is subject to modification as the needs and requirements of the position change.
- Coordinates projects and provides general support to the Public Works Superintendent and staff by handling a variety of contract administration, communication with vendors and customer service, and assuming the Superintendent role in their absence.
- Provides direct supervision over the Streets and Drainage Department, including job assignments, discipline, employee efficiency, and problem solving.
- Creates and assigns service request forms.
- Creates invoices for public works services using the city-wide accounting software.
- Routes invoices for proper approval, assists with proper account coding, generates financial reports and assists with budget management for the department.
- Responsible for coordinating various training opportunities for staff
- Serves as a back up for incidents and accidents that may involve coordination with other city departments
- Receives citizen complaints and helps resolve customer issues
- Maintains and provides reports regarding asset management
- Contributes to the overall success of the public works division by performing other essential duties as assigned

- Subject to 24 hour recall : The City reserves the right to require an employee in this position to work overtime including during emergency situations (defined as any natural or man-made disaster that may or may not necessitate the relocation of City personnel or citizens). In the event of an emergency and / or a required evacuation, the incumbent may be required to remain at work to provide needed services or perform essential duties for the benefit of the general public including services or duties different from those performed in the normal course and scope of the position.
KNOWLEDGE, SKILLS & ABILITIES : To perform in this position successfully, and individual(s) must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skill and / or ability required.
Provides direct supervision of various public works activities;Executes good customer service, both internally and externally;Drafting correspondence and documentation;Prioritizing requests and managing time;Providing attention to detail;Proofreading documents for accuracy;Performing basic audits, identifying errors, making corrections and recommendations;Utilizing a computer and relevant software applications;Planning, coordinating activities, and assisting with special projects;Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and others to sufficiently exchange or convey information and to receive work direction.EDUCATION, EXPERIENCE AND TRAINING (Certification / Licensure) : The preferred way to obtain the minimum knowledge, skills and abilities to perform the essential duties and responsibilities of this position are listed below. The City reserves the right to allow substitutions in the event that a candidate or incumbent exceeds requirements in one area but may be deficient in another.
High school diploma, GED or equivalent and five (5) years of progressively responsible administrative / clerical experience of including prior experience in area(s) of assignment; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.Valid Texas Driver's LicenseFuel Management Operator Certification (A and B) or obtain within a year.ADA AND OTHER REQUIREMENTS : The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. Positions in this class typically require : fingering, talking, hearing, seeing and repetitive motions.
Light Work : Exerting up to 20 pounds of force occasionally, and / or up to 10 pounds of force frequently, and / or negligible amount of force constantly to move objects. If the use of arm and / or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
