Description The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health and FamilyServices.

OIG has six divisions : Division of Regulated Child Care, Division of Health Care, Certificate ofNeed, Division of Kentucky Health Information Exchange, Division of Telehealth, and the Division of Audits andInvestigations.

These divisions cover a wide variety of job tasks and duties in varied settings throughoutKentucky, which include inspecting and licensing childcare and healthcare facilities and services, andconducting investigations of complaints in those facilities, as well as conducting Medicaid fraud and othertypes of complaints for the Cabinet.

The Office of Inspector General is the investigative arm of the Cabinet for Health and Family Services. TheDivision of Audits & Investigations conduct numerous types of investigations which requires critical thinkingand research into various cabinet policies & procedures as well as State and Federal laws.

Our most vital roleis to safeguard the assets of the cabinet. We do this by both investigating and preventing against waste,fraud, and abuse.

Our investigations protect and preserve important cabinet programs such as SNAP and Medicaidas well many others that our most vulnerable citizens depend on every day.

Our office is also responsible foremployee and cabinet contractor investigations in order to maintain the integrity of the Cabinet.

The OIG Investigator II position is responsible for conducting special investigations, gathering evidence,conducting interviews, and writing detailed narrative reports.

This position travels throughout the state forinvestigations and court proceedings, testifies in judicial, administrative, or Personnel Board Hearings.

Thisposition also makes referrals to prosecutorial agencies and / or administrative action based on investigativefinds.

We offer flexible scheduling and telecommuting for employees who have successfully completed the probationaryperiod. The candidate may need to report to the office as needed.

Key Responsibilities include :

  • Performs professional level investigations regarding both EBT trafficking investigations, and recipient fraud investigations.
  • Conducts special investigations as required.
  • Reviews pertinent case records and / or administrative records, runs systems inquiries, conducts numerous interviews.
  • Establishes contacts and performs surveillance.
  • Reviews and analyses evidence to determine if the allegations of fraud, waste, abuse, and / or misconduct is substantiated.
  • Provides testimony as appropriate, for judicial, administrative, and / or personnel hearings.
  • Performs investigative follow-up reviews.
  • Attends meetings, seminars, trainings, and conferences related to the performance of job duties.
  • Performs other duties as assigned.

  • Experience researching using a variety of resources.
  • Experience writing findings in a clear and concise manner.
  • Organizational skills.
  • Attention to detail.
  • Proficient in use of microsoft office productivity tools and other software used to perform daily tasks.
  • Excellent writing skills using supporting facts with minimal errors.
  • Ability to work under pressure and contractual deadlines.

Minimum Requirements EDUCATION : Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS : Must have two years of experience in the field of investigation, social work, public assistance, healthcare, or program eligibility.

Substitute EDUCATION for EXPERIENCE : NONE

Substitute EXPERIENCE for EDUCATION : Additional investigative, social work, public assistance, healthcare, or program eligibility experience will substitute for the required college on a year-for-year basis.

Current or prior military experience will substitute for the required college on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.) : Must possess and maintain a valid driver's license prior to employment in this job classification.

Working Conditions Typical working conditions include both extensive field work in a variety of settings and normal office work.

Travel throughout the state may be required to conduct interviews, perform surveillance activities and to obtain information and evidence.

Interviews may be confrontational. Overnight travel and working irregular hours may be required. Probationary Period This job has an initial and promotional probationary period of 6 months, except as provided in KRS
