Description

We are seeking a Clinical Nurse Manager for the Emergency Department Observation unit (EDOU).

The MGH Emergency Department Observation Unit provides urgent focused diagnosis / care to adult patients. The unit has a total census of 31 beds for observation.

Typical diagnoses can include chest pain, syncope, dehydration, TIA, asthma. The goal is discharge with a small percentage of patients admitted to the inpatient units.

The Clinical Nurse Manager (CNM) is accountable for the facilitation of excellence in patient care delivery, operational efficiencies, and compliance with hospital and regulatory policies and practices.

This role has managerial oversight for EDOU Nursing. The CNM coordinates patient flow and efficient / cost effective use of human, fiscal, and material resources.

The CNM identifies, initiates and participates in hospital and unit-based quality improvement activities. She / he participates in a collaborative relationship with the interdisciplinary team, including physicians, nurses, support staff and other members of the health care teams.

She / he is responsible for the development and evaluation of professional and support staff on her / his services. As a Nurse Leader, the CNM directs and evaluates all staff within the Observation Unit and serves as a resource and role model for the nursing, technical, and support staff.

Clinical Practice

  • Establishes and maintains an environment that is patient / family focused and sensitive to the diverse needs of patients and staff
  • Supports staff development
  • Establishes effective accountability systems to assure the patient care standards are met
  • Assess the effectiveness of patient care through direct observation and supervision of nursing and support staff
  • Works closely with the Nursing Practice Specialist to ensure the highest competent nursing care is provided for all EDOU patients from arrival to discharge
  • Assists staff and leadership in the provision of nursing care using, but not limited to, the philosophy of MGH Patient Care Services, ENA and regulatory agency standards
  • Facilitates safe and efficient delivery of care in collaboration with the Interdisciplinary Emergency Medicine and Administrative Leadership Teams

Resource Management

  • In collaboration with the Resource Nurses, Time-planning and Payroll Nurses, and the Nursing Director, evaluates and develops staffing patterns to support patient care needs and unit operation
  • Collaborates on patient care assignments based on staff competencies, patient acuity, illness complexity and knowledge of technology
  • Collaborates with Operations Manager regarding supply and equipment decisions and issues
  • Makes decisions that support appropriate use of human, fiscal and environmental resources for patient care
  • Interviews and hires candidates to fill vacant staff positions and participates in the interview process to fill vacant leadership positions
  • Collaborates and coordinates staff orientation activities with the Nursing Practice Specialist
  • Participates with the Nursing Leadership Team on annual review and update of position descriptions and competencies
  • Applies knowledge of current and relevant issues and changes in nursing, social and medical science to improve patient care and foster staff development
  • Collaborates with the leadership team on capital and personnel budget needs; monitors and tracks budget variances

Leadership

  • Promotes interdisciplinary collaboration through effective communications and negotiations
  • Interprets and communicates to staff members in collaboration with the Nurse Practice Specialists all changes in standards of care, nursing practice activities, and hospital and departmental policies and procedures
  • Monitors compliance with policies and procedures
  • Participates as a member and leader in ED and hospital wide committees
  • Investigates safety reports and / or complaints and initiates appropriate action
  • Participates in Quality and Safety initiatives, including root cause analysis, formulation and implementation of corrective action and monitoring of action outcomes
  • Supports and coaches unit Excellence Everyday Champions for Magnet and JCAHO readiness initiatives and activities
  • Communicates and documents pertinent incidents, actions, and follow-up to the Nurse Director in a timely manner
  • Coordinates problem-solving activities with the staff and arranges meetings as needed
  • Conducts annual performance appraisals for staff including staff competency assessments
  • Collaborates with Human Resource representatives re : corrective action and initiates appropriate corrective action with employees
  • Participates in unit staff meetings and disseminates appropriate information to staff
  • Fosters an environment where interdisciplinary collaboration related to patient care needs are paramount
  • Ensures a practice environment that maintains high professional standards of clinical care and conduct
  • Promotes professional development of staff through the MGH Clinical Recognition Program and specialty certification for nursing and support staff

Professional Development

  • Works with the nursing leadership team to ensure that staff achieve competency in generic and specialty knowledge skills
  • Evaluates effectiveness of orientation program in collaboration with Nurse Director
  • Provides support to preceptors
  • Assists the Nurse Practice Specialists and Nursing Leadership Team in coordinating student assignments and the evaluation of student performances while in the clinical unit
  • Participates in MGH Leadership and development opportunities as appropriate to further professional development
  • Promotes professional development of staff through Clinical Recognition Program and other appropriate mechanisms
  • Actively supports staff participation for all MGH Collaborative Governance Committees
  • Applies knowledge of current and relevant issues and changes in nursing, social and medical science to improve patient care and foster staff development
  • Participates in and promotes evidence-based practice and professional research

Performs other related duties as directed

Supervisory responsibility

Supervise approximately 100 staff (RNs, MAs, PCAs, Patient Observers)

Reports directly to Nurse Director

Fiscal Responsibility

Appropriate cost-effective use of staffing and material resources

Qualifications

Education

  • Current Massachusetts Nursing License required
  • Degree in Nursing required. If bachelor's degree not in Nursing, the higher degree must be in Nursing.
  • Master’s Degree Required.

Experience

  • Emergency Observation experience preferred, with demonstrated clinical competence and professional accountability
  • Managerial or leadership experience desirable

Skills and Abilities

  • Excellent communication and problem-solving skills
  • Must be flexible and able to manage stressful situations; ability to encourage and foster teamwork

Working Conditions

  • 40 hour work week to meet unit / team needs
  • High volume fast paced observation unit providing care for patients
  • The Unit operates 24 / 7
  • Must be able to stand for long periods of time
