Job description

Summary

Organizational Location : This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Planning, Program Analysis, and Evaluation Directorate (PPAE), Business Process Solutions Division.

You must choose at least one of the following locations :

  • Washington, District of Columbia
  • Indianapolis, Indiana
  • Minneapolis, Minnesota

Help

Joining Customs and Border Protection, Office of Human Resources Management, Planning, Program Analysis, and Evaluation Directorate (PPAE), Business Process Solutions Division will allow you to use your expertise in developing new and improved information systems to meetthe agency-wide business requirements of customer organizations. This position starts at a salary of $105,383.00 (GS-13, Step 1) to $137,000.00 (GS-13, Step 10).

Salary : Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.

In this position, you will be responsible for performing as an Information System Security Officer over HRM Information Technology (IT) systems for which both the scope and effect of the work have CBP-wide or HRM-wide impact. Typical duties will include :

  • Supporting all aspects of IT privacy, security, audit, and compliance standards, and development improvements for CBP's Human Capital Enterprise.
  • Providing analysis, development, implementation, maintenance, and enhancement of IT security products and services to ensure systems are secure and to mitigate vulnerabilities and risks of exposure to unauthorized access.
  • Serving as HRM's expert on cybersecurity measures, designing, developing, testing, and evaluating IT cyber security throughout the development lifecycle.
  • Conducting quality control on all privacy and security related submissions and identifying systems violations to recommend corrective actions.
  • Leading collaborations with the Office of Information Technology (OIT), the Privacy Office (PO), and other DHS components on matters relating to privacy and security of CBP's Human Resources Information Technology (HRIT) systems as well as any integration with outside systems.

    Qualifications

    Basic Requirement : Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • You qualify for this position if you meet the basic requirement listed above and possess one year of specialized experience as described below.

    Experience : You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as :

  • Implementing high-level security requirements such as those resulting from laws, regulations, or Presidential directives.
  • Responding to enterprise level crises and / or urgent situations for the purpose of mitigating all immediate and potential cyber threats.
  • Identifying potential improvements in the way security plans and policies are implemented.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 11 / 28 / 2025.

    The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.     Residency : There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions :

  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
