General Purpose

Performs a variety of routine and complex technical work in connection with his / her duty to enforce all of the provisions of the Florida Building Code, Miami Dade County Code, Village Code, and other related codes.

Essential Duties and Responsibilities

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

  • Inspects new and existing buildings and structures to ensure compliance with the Florida Building Codes and approved plans and specifications.
  • Inspects residential and commercial roofs to ensure that they conform to the Florida Building Code and NOA.
  • Observes building conditions and issues notices of violations for corrections of violations.
  • Enforces, explains and interprets pertinent sections of the Building Code.
  • Issues verbal and written notices of code violation and citations for code violations.
  • Presents code violation cases to the Code Compliance Special Magistrate.
  • Enters inspection results on the department’s information system software on a daily basis.
  • Assists in resolving complex and sensitive customer service issues in a timely manner, either personally, by telephone or in writing.
  • Maintains records and documents of customer service issues and resolutions.
  • Researches problems and complaints regarding commercial and residential buildings, building construction and code compliance.
  • Performs other related duties as assigned.

Minimum Qualifications

Education and Experience :

High School Diploma or GED equivalent and Certification by the State of Florida Building Code Administrators and Inspectors Board and two (2) years of related work experience, or equivalent combination of education and experience.

Additional Qualifications :

  • Must meet the licensing qualifications set forth in Section 8-20, Chapter 8 of the Code of Miami-Dade County for a Commercial / Residential roofing inspector and have or be able to obtain a certificate from the Miami-Dade County Board of Rules and Appeals as such.
  • Must be certified or able to meet the requirements for certification by the United States Green Building Certification Institute (USGBCI) for LEED Green Associate (GA) within the first twelve (12) months of employment.
  • Must maintain high ethical, honesty and moral standards.
  • Must be prepared and available to work during a hurricane in the Village’s EOC.
  • Must be fluent in the English language. Ability to communicate in Spanish is a plus.
  • Must be a non-smoker.
  • Applicants must complete all requirements established by the Village of Pinecrest for employment. This may include, but not limited to, a written examination, typing test, psychological screening to determine suitability for position, polygraph examination, comprehensive background investigation, and a job-related medical examination including a drug / alcohol screening test.
  • The minimum qualifications may be waived by the Village Manager.

Knowledge, Skills and Abilities :

  • Ability to obtain and maintain a licensed driver status in the State of Florida.
  • Ability to work in an outdoor setting and perform inspections, which may require climbing ladders, standing or sitting for extended periods of time, traveling to various work locations and lifting and carrying light to moderate objects.
  • Ability to apply technical knowledge and follow proper inspection techniques to examine workmanship, methods and materials of construction.
  • Ability to detect deviations from plans, regulations and standard construction practices.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to perform several tasks at one time.
  • Ability to maintain a high level of organization.
  • Ability to prioritize duties and meet department goals and deadlines.
  • Ability to deal with confidential and sensitive matters and exercise discretion.
  • Ability and responsibility to effectively work independently, exercise discretion and independent judgment and maintain confidentiality and professionalism in the execution of duties.
  • Ability to get along with others and work effectively and courteously with fellow workers, officials, other agencies and the public.
