initiatives.
10 years of direct experience in property tax administration, vehicle tax, delinquent collections or state / local revenue (not all but some).
Strong analytical and problem-solving skills.

1. Core Domain Expertise - Taxation and Revenue Collection
An ideal SME should have 10 15 years of direct experience in property tax administration,
motor vehicle tax, delinquent collections, or state and local revenue operations. They should
demonstrate a thorough understanding of assessment, levy, billing, collection, refund, and
disbursement cycles; appraisal district interfaces; escrow and delinquency processes; State
Comptroller reporting; and compliance with relevant statutes such as the Texas Property
Tax Code and Local Government Code.
2. System Replacement and Modernization Experience
Given the scale of this initiative, experience leading or advising on COTS tax system
implementations-such as Tyler iTax, Fast Enterprises GenTax, SAP TRM, or Oracle PSRM-
is critical. The SME(s) should be skilled in business process mapping, data conversion,
requirements validation, and testing strategies, with strong familiarity across integration
points including Treasury, Clerk, Auditor, ERP, GIS, and Payment Portals.
3. Technical and Architectural Understanding
The SME(s) should possess a solid grasp of enterprise architecture principles, including
cloud versus on-prem deployments, APIs, data warehousing, and security frameworks. They
should be comfortable collaborating with IT and vendors on interface design, system
performance, and compliance with standards such as CJIS, PCI-DSS, and NIST.
4. Program and Stakeholder Management
Because this is a county-wide initiative, experience working across multiple departments
and governance bodies is essential. The SME(s) should be adept at facilitating sessions with
the Tax Office, Auditor, Treasury, and Commissioners Court, while maintaining alignment
with the IT PMO and procurement processes.
5. Data, Analytics, and Controls Expertise
A strong background in financial reconciliation, audit trail management, and internal
controls is important, along with familiarity in business intelligence tools such as Power BI
for oversight and reporting.
6. Leadership and Communication Skills
The role demands an individual who can effectively bridge the gap between business and
technology teams, create clear documentation, and communicate confidently with both
executives and elected officials.
7. Preferred Education and Certifications
A bachelor's degree in Accounting, Finance, MIS, or Public Administration is preferred
(Master's desirable), along with professional certifications such as PMP, CBAP, or ITIL, and
training in Organizational Change Management (e.g., Prosci).This revision integrates the SME qualifications into the staffing justification
