Program Specialist IV-DOE
The Bureau of K-12 Student Assessment is seeking a professional candidate with a high level of knowledge, skills, and abilities to prepare, provide, and deliver work products representative of the Department's commitment to excellence, efficiency, and high standards of service. This career service position works on the Test Administration team to prepare schools and districts to effectively administer assessments to K-12 students. Additionally, the position focuses on supporting the administration of K-12 assessments and paper-based testing.
The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions :
- Implements the administration of the K-12 statewide assessment programs, as assigned.
- Reviews and recommends edits to test administration manuals and ancillary materials, including memoranda.
- Reviews and continuously improves test administration procedures and materials.
- Conducts research, as needed, to improve testing policies and procedures.
- Assists with the development of specifications for packaging and shipping materials.
- Maintains archival records and program files on policy decisions, K-12 assessment procedures, specifications, quality-control checklists, and test administration ancillary materials.
- Provides timely editorial assistance to K-12 Assessment staff, including Directors of Test Administration and Scoring and Reporting, Bureau Chief, and others, on an "as needed" basis.
- Manages the work of the test support contractors and serves as liaison between the Bureau and contractors.
- Maintains communications with contractor staff regarding the development and production of test administration materials.
- Monitors project schedules and ensures that work is completed on time.
- Monitors quality, accuracy, and timeliness of all relevant projects and tasks.
- Serves as liaison between the Bureau and school district assessment staff and between contractors and school districts.
- Maintains communications with and provides timely and accurate assistance to school district staff regarding the statewide assessment programs.
- Develops strategies to solve problems involving the implementation of statewide assessment programs.
- Recommends revisions to procedures and materials to continuously improve statewide assessment implementation.
- Assists in the preparation of requests for proposals and contracts for test support activities, if applicable.
- Some travel may be necessary in order to fulfill the requirements of this position.
- Performs other duties as required.

Knowledge, skills, and abilities :
Knowledge of the system used by the Department to properly administer, correctly score, and accurately report the results of the statewide testing program.Knowledge of legal issues pertaining to the administration, scoring, and reporting results of student achievement tests.Knowledge of how to effectively use office automation equipment and computers.Knowledge of correct office procedures.Knowledge of Department personnel, fiscal, and legal procedures.Skills in managing timelines and coordinating work tasks in the administration of a multi-dimensional, large-scale testing program.Ability to plan, schedule, and evaluate work assignments.Ability to communicate effectively both verbally and in writing.Ability to establish and maintain effective working relationships with others.Ability to design, plan, implement, and evaluate work which has been assigned.Ability to apply problem-solving techniques.Minimum qualifications :

Preference will be given to applicants who have served as an assessment coordinator or have related experience.Educational substitutions :
