Overview

The Housing Authority of the County of San Bernardino (HACSB) is the largest provider of affordable housing in San Bernardino County and serves approximately 26,000 people. Position information

Position starting pay : $39.29 / hr . The initial review of applications will begin the week of September 29, 2025. Applications received before the initial review date will be considered, and qualifying applicants may participate in the phone screen process.

Position Summary

Under the direction of the Director of Development, supports the development and preservation of affordable housing projects by assisting in all phases of the project lifecycle, from pre-development through construction and occupancy. Helps coordinate project financing, consultant and contractor oversight, regulatory compliance, and reporting. Plays a key role in supporting funding applications, tracking project budgets and timelines, and ensuring adherence to agency and funding requirements. This role requires strong organizational skills, attention to detail, and the ability to work collaboratively with internal teams, external partners, and the public.

• Supports project development activities by assisting in the coordination of financing, consultant procurement, contractor oversight, permitting, and tenant move-in processes; ensures project steps align with contract terms and funding requirements.
• Assists with planning and monitoring project milestones for affordable housing developments; supports project progress from site acquisition through construction and turnover to asset management teams.
• Prepares and maintains basic project documentation including cost estimates, budgets, schedules, financial proformas, and contract drafts; supports reporting and presentation efforts for internal and external stakeholders.
• Conducts research and gathers information on potential development opportunities; assists with outreach and communication with developers, consultants, lenders, and partner agencies.
• Supports due diligence activities for acquisition of multi-family properties, including financial feasibility analysis and coordination of transactional tasks with the project team.
• Assists with drafting and submitting funding applications, including tax credits, bond financing, grants, and other public / private funding sources; helps track funding requirements and timelines.
• Monitors existing affordable housing projects by supporting compliance tracking, refinancing activities, and developer requests related to ownership or financing changes.
• Helps prepare Requests for Proposals (RFPs) and Notices of Funding Availability (NOFAs); participates in evaluating developer submissions and summarizing recommendations.
• Supports Housing Authority bond financing activities by coordinating with consultants and assisting in documentation preparation, compliance tracking, and portfolio reporting.
• Assists with compliance tasks for bond-financed projects, such as monitoring annual certifications, collecting fees, tracking rent and income limits, and ensuring timely disclosures.
• Provides support in reviewing and analyzing financial options for refinancing or restructuring existing projects; assists in gathering data and preparing financial summaries.
• Keeps current with relevant regulations, policies, and procedures that impact project work; participates in implementing new requirements within assigned tasks.
• Prepares drafts of staff reports, project summaries, and internal updates for management review and Commission meetings as needed.
• Attends professional development sessions and project meetings; stays informed on trends and best practices in affordable housing and public development.
• Responds to routine project-related inquiries from partners or the public and assists in resolving issues with guidance from senior project staff.
• Performs other duties as assigned.

Qualifications

Bachelor's degree or equivalent in public administration, urban planning, business administration, real estate development, finance or related field. At least one to three years of progressively responsible experience in affordable housing development, project coordination, construction project management or related field. Experience in a public agency, nonprofit housing organization, or working with affordable housing financing tools (such as LIHTC, HOME, CDBG, or tax-exempt bonds) is highly desirable.
