Accountant Manager 3
At the Department of Public Safety Office of Management and Finance (DPS-OMF), our mission is to provide effective management and support services in an efficient and professional manner to all agencies within the Department of Public Safety - Public Safety Services and to public and private entities.
We're looking for an Accountant Manager 3 within the Financial Services section at DPS-OMF.
Minimum Qualifications : Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR a bachelor's degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR a bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR an advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking. EXPERIENCE SUBSTITUTION : Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Job Duties : Critical leadership position responsible for safeguarding and optimizing the fiscal integrity of multiple high-value state programs, including the Office of Motor Vehicles (OMV) and LP Gas Commission. This role is responsible for the full lifecycle of financial operationsfrom collecting approximately $1.5 billion in state revenue to authorize all agency expenditures, preparing complex financial statements, and compliance reports required by state, federal, and regulatory bodies. The position manages a professional fiscal team tasked with overseeing intricate multi-agency cash flows, dozens of Means of Financing (MOF) sources, and diverse payment processing systems, including large-scale electronic funds transfers and multi-tender point-of-sale platforms. Supervises fiscal team operations, assigning duties and establishing measurable performance standards. Directs daily monitoring, reconciliation, and reporting of all financial activity for assigned agencies. Develops procedures and oversees classifications for OMV's new responsibility to collect and classify taxes for Electric and Hybrid vehicles. Analyzes funding availability, detects invoicing discrepancies, and ensures fiscal compliance at the state and federal levels. Develops and implements new management information, accounting, and reporting systems. Reviews and approves the Parish and Municipal Sales Tax Program, overseeing monthly collection and distribution of over $500 million to 350+ entities. Oversees State Highway Improvement Fund collections ($52 million annually) and Capital Outlay bond account reporting. Coordinates with Facility Planning, Financial Institutions, and regulatory bodies to ensure compliance with revenue-related requirements. Manages Electronic Funds Transfers (EFT) and Automated Clearing House (ACH) transactions ($550 million annually). Develops, revises, and enforces internal fiscal policies and procedures. Helps in the design and implementation of new and existing financial data systems for Financial Services and other agencies. Analyzes and provides expenditure guidance to OMV administrators for special funding needs. Performs other related duties as assigned by the Accountant Administrator 5 and Accountant Manager 4.
Position-Specific Details : Appointment Type : Promotional. The position is a Promotional opportunity for permanent DPS employees only.
Career Progression : This position does not participate in a Career Progression Group.
Work Schedule : Work hours are 8 : 00 AM to 4 : 30 PM, Monday Friday.
Location : This vacancy is located in East Baton Rouge Parish.
Compensation : The salary offered will be determined based on qualifications and experience. The bi-weekly rate for this position is as follows :
