Job Summary :

The Chief Compliance Officer (CCO) is a member of the AHCCCS Leadership Team who oversees the AHCCCS Compliance Program.

The CCO provides high-level managerial work of considerable complexity and is responsible for developing and implementing policies, procedures, and practices designed to ensure compliance with all applicable Federal and State rules, regulations, guidelines, and standards, as well as AHCCCS policies, procedures, and ethical requirements;

and effectively and efficiently identify, prevent, detect, and correct compliance deficiencies.

Major duties and responsibilities include but are not limited to :

Establish and implement standards and procedures to ensure that the compliance programs throughout AHCCCS are effective and efficient in identifying, preventing, detecting, and correcting noncompliance with policies, procedures, and applicable legal requirements.

This includes, but is not limited to, the development and implementation of an annual compliance work plan, creation and promotion of an AHCCCS Employee Code of Conduct, presentation of clear and concise compliance reports to AHCCCS Leadership, and conducting ongoing targeted monitoring of potential compliance risks.

Conduct compliance investigations initiated by the Chief Legal Officer or upon referrals from employees, internal and external whistle-blowers, the AHCCCS Office of the Inspector General (OIG), and the public concerning alleged compliance deficiencies.

In conducting compliance investigations, the CCO is to work under the authority and direction of the Chief Legal Officer to conduct interviews, obtain and review documents, draw conclusions, write reports, and make recommendations to AHCCCS Leadership to correct compliance deficiencies discovered.

In conducting investigations, all suspicions of fraud, waste, or abuse are to be immediately reported to the AHCCCS Office of Inspector General (OIG) pursuant to AHCCCS Administrative Policy 107 and the CCO must then coordinate his or her investigation of compliance failures with the OIG.

Likewise, investigations which involve employee relations concerns are to be coordinated with the Human Resources Division.

  • Disseminating information and compliance training of AHCCCS employees regarding a broad spectrum of compliance related topics.
  • Oversight and regular meetings with division compliance staff to identify and act upon risk prevention and risk assessment opportunities.

Individual and group meetings with division compliance staff will be conducted on a monthly - quarterly basis.

Knowledge :

Federal and State laws, regulations, guidelines, and standards related to health care compliance, FWA, and privacy and security

Skills :

Excellent interpersonal, written and oral communication skills

Abilities :

  • Conduct compliance investigations, audits, and risk assessments
  • Communicate effectively, both orally and in writing, with internal and external stakeholders, including senior management, board members, regulators, auditors, and law enforcement agencies
  • Manage multiple projects and tasks, and prioritize competing deadlines
  • Work independently and collaboratively, and exercise sound judgment and discretion
  • Maintain confidentiality and integrity of sensitive information
  • Develop, implement, and evaluate compliance policies, procedures, and practices

Qualifications : Minimum :

Minimum :

Bachelor's degree in healthcare administration, business administration, law, or a related field.

Preferred :

Master's degree or higher and certification in healthcare compliance. Five years of experience in health care compliance, auditing, or legal affairs, preferably in a Medicaid managed care organization or a similar health care entity.

Pre-Employment Requirements :

  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
  • Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code .

AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license.

If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business.

Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration;

however, mileage will be reimbursed.

If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply :
