Operations Program Manager
The Operations Program Manager (OPM) will serve as the primary interface between Operations and the Program Management Office (PMO), leading manufacturing execution for complex electronic and power conversion equipment supporting U.S. Navy sea vessel applications. This role carries accountability for technical scope, cost, schedule, and risk / opportunity management across assigned programs, totaling approximately $40M annually. The OPM will act as the Earned Value Management (EVM) Control Account Manager (CAM), oversee manufacturing program plans, and lead cross-functional teams to ensure successful production delivery, staffing, and process improvements.
Work Environment :
- Open office / cubical setting with regular interaction on the manufacturing floor.
- Frequent cross-functional collaboration with Engineering, Supply Chain, Quality, Finance, and Program Management.
Key Responsibilities :
Serve as the Control Account Manager (CAM), managing earned value, labor baselines, and risks / opportunities.Develop and execute manufacturing program plans and resource-loaded schedules to meet cost, quality, and delivery goals.Lead shop floor execution, resolving priority conflicts in support of all program objectives.Coordinate with cross-functional teams to ensure manufacturability, testability, and inspectability throughout the product lifecycle.Represent Production Operations as the primary responsible individual for achievement of program cost and schedule commitments.Contribute schedule inputs into the Integrated Master Schedule (IMS) and drive timely change management.Lead and mentor the manufacturing support team through issue resolution, trade-off analysis, and continuous improvement initiatives.Provide business status updates, presentations, and proposals for new business and scope changes to executive leadership and external customers.Support capacity planning, capital expenditure planning, and make / buy decisions to align with long-term production requirements.Drive deployment of Lean and Six Sigma methodologies to improve performance, cost efficiency, and cycle times.Required Qualifications :
Bachelors degree in Operations Management, Engineering, Supply Chain, or related field.U.S. Citizenship with ability to obtain and maintain a Secret clearance.Significant experience with Earned Value Management (EVM) and budget management (operational and capital expenses).Extensive background in manufacturing operations, program management, and shop operations.Demonstrated knowledge of electronic component / system assembly and test.Strong analytical, project management, and technical writing skills.Advanced proficiency in MS Office Suite (Project, Excel, PowerPoint, Word).Proven leadership experience in managing cross-functional teams in a matrixed environment.Preferred Qualifications :
Masters degree in Engineering Management, Industrial Engineering, or MBA.Working knowledge of GD&T and IPC standards.Experience with Continuous Improvement, Lean, and Six Sigma deployment.Prior experience in maritime, defense, or aerospace manufacturing environments.Soft Skills :
