This position is directly responsible for the supervision of heat plant staff which provides high temperature heating water and high-pressure steam to the Fort Logan campus and assists with steam and hydronic boilers. This position exists to provide operations and maintenance functions for the facilities' physical plant equipment located within the heat plant structure and by performing essential operational functions, ensures compliance with all environmental regulations.
Schedules staff work assignments, assigns heat plant project work, and sets work expectations to provide the highest levels of customer service. Coordinates with the Operations Manager and area supervisors in re-allocating plant personnel for alternate maintenance assignments during natural gas boiler operations. Responsible for obtaining maintenance department staff for after-hour, weekend, holiday, etc. that are needed to perform call back maintenance work. Develops productivity goals and monitors staff productivity. Develops, implements and evaluates employee performance evaluations and midyear reviews. Measures daily performance of staff and implements improvement strategies. Plans training of employees to maintain standards of the industry, including all safety aspects of job assignments. Ensure staff's timekeeping and work orders are accurate for the week. Ensure staff are trained in the timekeeping and work order system. Performs routine audits of staff work assignments. Provide documentation to support recommended corrective and disciplinary actions. Addresses employee complaints and resolves informal grievances. Positions start the hiring process, interview applicants, and recommend hire, promotion, or transfer. Supervise and perform the operation, installation, repair and maintenance of high-pressure steam boilers and natural gas, DCS, PLC's the qualitative and quantitative analysis of all process fluids entering and leaving the steam plant, by utilizing accepted methods of titration, comparative and qualitative analysis to obtain the desired results. Supervise and perform the operation, installation, repair and maintenance of all environmental emission control systems to ensure a safe environment at all times. Ensures regulatory requirements are maintained, current and submitted to regulatory entity on time (i.e. Title V operating permits, Division of Oil & Public Safety (OPS), Municipal Separate Storm Sewer System (MS4), Spill Prevention Control and Countermeasures (SPCC) compliance, Air Pollutant Emission Notice (APEN) and Energy Information Administration (EIA) submissions, in addition to potentially others) Supervise and perform the operation, installation, repair and maintenance of plant machinery including valves, pumps, fans, turbines, electric motors, piping distribution system components and digital control system components. Verifies and analyzes daily and monthly labor requirements. Accurately track departments indirect and direct labor distributions and ongoing productivity analysis in accordance with regulatory and departmental expectations / standards. Procures supplies and materials. Plans material requirements for maintenance activities. Reviews warehoused material inventory, shop inventory and truck inventories. Accomplishes assigned scheduled preventative equipment maintenance by following the guidelines established by the manufacturer's guidelines, Follows equipment schedules and equipment status. Maintains plant cleanliness. Troubleshoot and repair to restore proper operation of plant machinery including piping systems, valves, pumps, fans, turbines, electric motors, system components and digital control system components. Oversee the Apogee facility automation system for alarms that need to be addressed during 2nd and 3rd shifts. Notify night truck mechanics or trade shop supervisors as appropriate for situations that need immediate attention. Answer phones from building tenants during 2nd and 3rd shifts and determine which requests need to be addressed immediately. When required tests and maintains diesel powered emergency electric generator in accordance with manufacturer's specifications and The Joint Commission's standards. Based on heat plant labor requirements, this position performs general work order maintenance when staffing demand at the heat plant doesn't require two or more operators. Ensures proper PPE are utilized. Travels to facilities in a state vehicle to execute the daily needs of the business. Manage heat plant budget allocations per fiscal year. Assure inventory management maintains adequate stocking inventory and supplies needed for specific heat plant services and functions. Research different supplies and equipment from vendors to procure at the lowest cost. Develop requests for the planned replacement and purchase of critical heat plant needs. Position is involved in the preparation, presentation, and justification of budgets. Maintains and manages budget resources and procurement card transactions. Manage and monitor vendor contracts for within the northern district Heat Plant. Ensure that contract vendors are delivering the services as per the executed state contract in force. Provide specifications for each contracted services when they become due to rebidding at various intervals.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications :
Six years of work experience in boiler operations performing preventive, predictive and corrective maintenance, two of which must have been at the journey level.
Necessary Special Requirements :
Applicants must possess a valid, active Stationary Engineer License "A" or equivalent. You must attach a copy of your license to your job application.
Substitution :
Education or successful completion of a formalized apprenticeship program that relates to this position will substitute for the required experience on a year-for-year basis.
Preferred Qualifications :
Experience supervising in a heat plant.

Be willing to receive an annual influenza vaccination or provide documentation for a medical or religious exemption. Exposure to hazardous materials Fuels, Fuel by-products, lubricating oil and greases, chemicals used to both test and treat all waters associated with the plant. Tuberculosis (TB) testing required. Shift work, 24 hours a day, 7 days a week, 52 weeks a year operation. Special Qualifications Applicant must possess and maintain a valid stationary engineer license "A" or equivalent.
