Scope of Eligibility

Open to permanent employees in a competitive title who work in the Air, Energy and Materials Sustainability Program and meet the requirements below.

Description

Under direction of a supervisory official in a state department or agency, supervises professional or non-professional staff as assigned, engaged in completion of environmental review and control tasks relative to assigned program / project areas; supervises and plans field studies, surveys, inspections or investigations relating to applications and associated Environmental Impact Statements to include the physical, natural, and / or human environment; enforcement of environmental laws and / or regulations; prepares evidence for use in reviews and legal actions; supervises the processing of contract, grant and / or loan applications; does other related duties as required.

Specific to the Position

Position 1 :

Environmental Specialist 4 will oversee operational and administrative functions within the Air Enforcement Program's Trenton Office as a Supervisor. Duties commensurate with this position include but are not limited to directing and organizing work plans, projects, assignments, inspections, investigations, and case management activities; conducting and participating in training sessions; and preparing and maintaining reports, documents, and data files of enforcement activities. Additionally, the Environmental Specialist 4 may act as lead inspector and case manager for individually assigned facilities. Appointees to this position must have knowledge of the Federal and State Air Pollution Control Acts in addition to familiarity with NJEMS. Good communication skills are essential.

Position 2 :

Supervise and coordinate all activities in the Stack Test and Continuous Emission Monitoring Program (CEMS). Review / perform the work associated with proposals to include stack test protocols, equipment and certification protocols, certification testing, and certification reports. Reviews stack test reports prepared by staff and provides written communication to internal and external stakeholders regarding compliance status. Track Program Activities and provide data for Performance Partnership Agreement with EPA. Prepare guidance / policy and Technical Manual updates. Provide training to stakeholders.

Preferred Skill Set

Position 1 :

Knowledge of the Federal and State Air Pollution Control Acts in addition to familiarity with NJEMS. Good communication skills are essential.

Position 2 :

Proficient with Microsoft Office suite, have excellent communication and written skills, be familiar with NJEMS / PEGA, and possess a valid driver's license.

Requirements

EDUCATION : Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences / Studies, Chemical Sciences, or Biological Sciences; or in Environmental Planning, Environmental Policy, or Physical Geography; or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.

NOTE : A valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.

EXPERIENCE : Four (4) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements, one (1) year of which shall have included supervisory responsibilities including preparation of employee evaluations of staff involved in technical or scientific work.

NOTE : A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
