Position Overview : We are hiring a creative and team-focused leader to join our Street Use division as the Right-of-Way Allocation Supervisor (under the City's classification title of Strategic Advisor 2, Property & Facility Management). In this role, you will lead our street vacation and legislative term permit review team. You will also work on other related agreements, legislation, and rulemaking efforts for the Street Use Division. This is a team of three people who analyze and process these important public requests. You will manage the street vacation program, which handles the process for the public to purchase public right-of-way, making sure it follows state law and city policies. You will also lead a program coordinator and staff who handle the legislative term permit review process. This position reports to the Public Space Manager.

Job Responsibilities

  • Manage and oversee the entire street vacation process, from initial public inquiry to final property transfer, ensuring a smooth and transparent experience for all involved.
  • Lead the comprehensive review of legislative permits, developing clear, well-reasoned recommendations for the Seattle City Council.
  • Supervise and empower your team, providing guidance and support as they navigate the complexities of street vacations and legislative permits.
  • Provide exceptional, equitable, and timely customer service to the public, city staff, and community partners.
  • Prepare and present clear, concise materials to brief elected officials and decision-makers on legislative matters.
  • Serve as a trusted subject matter expert on right-of-way and property issues, offering insightful guidance to the community.
  • Oversee agreements, transfers of jurisdictions, code amendments, director's rules, and other legislative or rulemaking efforts.
  • Lead your team with a focus on racial equity and social justice, fostering a collaborative and creative problem-solving environment.

Qualifications

Minimum Qualifications : You must have :

  • A bachelor's degree in planning, architecture, landscape architecture, engineering, public administration, public policy, law, or related field.
  • Five (5)+ years of experience in planning, public space management, land use, right-of-way permitting, policy development and analysis, law, or a related field.
  • OR : A combination of education, training, and experience that provides an equivalent background to perform the work.

  • Have strong analytical skills and pay close attention to detail.
  • Communicate program goals clearly to staff, elected officials, stakeholders, and the community.
  • Build relationships with diverse communities to create meaningful public benefits.
  • Navigate rules and policies, including understanding and drafting codes.
  • Have experience with software like Microsoft Suite, Adobe Suite, or Accela.
  • Possess clear writing and presentation skills to explain complex information simply.
  • Thrive in a workplace that values and serves a diverse public.
  • Work Environment / Physical Demands :

  • Most work is performed in a normal city work / office environment with hybrid options, three (3) days in-office, at this time.

    The full salary range for this position is $54.60 - $81.93 per hour.
