Position Overview
The Chief Financial Officer will provide executive level leadership for financial functions of the Volusia County School. Responsibilities include :
- Initiate and follow through on all major issues as prescribed by the Superintendent.
- Supervise and advise on all financial planning activities of the school board.
- Coordinate and communicate the financial status of the school system.
- Assist in the preparation of school board agendas and material and make presentations to the school board concerning curriculum and school improvement.
- Coordinate school and district level financial services as directed by the Superintendent.
- Align financial services with the needs and priorities of schools and district departments.
- Relieve the Superintendent of administrative detail, and through appropriate staff, of financial functions and details.
- Attend to conformity of the system’s financial operations with school board policies and administrative directives.
- Oversee compliance with all laws, statutes, rules, policies and procedures governing assigned functions.
- Assist in the formulation, recommendation and oversight of district policies, procedures and the communication system of the district.
- Assist the Superintendent in the evaluation of personnel as required.
- Direct the planning for and coordinate the implementation of financial services programs, including federal and state funded projects.
- Monitor proposed state and federal legislation relating to financial services.
- Assist in the development of the district’s legislative program.
- Assist in the preparation of the annual review and modification of the District Strategic Plan.
- Participate in the collective bargaining process to determine fiscal impact on district resources.
- Assist the Superintendent in all financial and business responsibilities and duties as outlined in Section 1001.50; Florida Statutes.
- Serve on the Superintendent’s cabinet.
- Serve as a member of the Emergency Response Team.
- Maintain knowledge and communication of state and federal laws governing the finances of the school system.
- Maintain communication with legislators, the Department of Education and appropriate organizations and associations regarding the financial impact of proposed legislation to the local school district.
- Provide leadership in working with district and school level staff and the community in assessing needs of the district.
- Build and maintain relationships with key community leaders and organizations.
- Coordinate collection and compilation of data and preparation of reports related to financial services.
- Coordinate presentation of items relating to financial activities for school board meetings and workshops.
- Respond to correspondence and inquiries related to financial services.
- Monitor the office operations of the division, including leave requests and purchase orders.
- Plan, develop, organize, implement, direct and evaluate the organization’s fiscal function and performance.
- Perform other related duties as assigned by the Superintendent.
Required Qualifications
Master’s Degree in Educational Leadership or Administration and Supervision; or with specialization in business administration, school administration or a related field; or Bachelor’s Degree with specialization in business and designation as a Certified Public Accountant; or an equivalent combination of education and experience.Ten (10) years progressively responsible experience in education, at least seven (7) of which must have been in administration in a public school district or other comparable position with responsibility for directing the financial affairs of a large organization.Experience reflecting thorough knowledge of business administration and accounting practices with emphasis on large system management.Work experience or further training in long‑range and short‑range planning, as well as strategic and tactical policy formulation and implementation.Demonstrated knowledge of public‑school law and policies as they relate to school funding and financial management.Evidence of personal and professional involvement with community organizations.Possess a valid Florida Driver’s License; if a holder of any other valid U.S. state‑issued Driver’s License, agree to acquire a Florida Driver’s License within thirty (30) days of employment, except in a case where accommodation is required.Must be able to operate school board vehicles, when assigned, in accordance with operational procedures and School Board Policy 505.Required Skills
