Description

Purpose of Position

The Vice President of Mental Health provides executive leadership and strategic oversight for all behavioral health operations at Crittenton Services, including Mental Health, Family Preservation, and Enhanced Care Management (ECM) programs across Los Angeles, Riverside, and San Bernardino Counties. Reporting to the Chief Operating Officer, the Vice President ensures the clinical, operational, and fiscal excellence of assigned programs, while advancing compliance, workforce development, and innovation in trauma-informed and value-based care. This executive plays a critical role in shaping the agency's behavioral health strategy Behavioral Health Services Act (BHSA) implementation, expanding funding opportunities, and aligning systems of care to achieve measurable outcomes for youth and families. The position also provides executive-level oversight for the Intern and Practicum Program, including practicum supervisors and clinical training partnerships, to ensure a pipeline of competent, mission-aligned professionals.

$160,000 - $180,000 annually.

Requirements

Education / Experience Required

  • Master's degree in Social Work, Marriage and Family, Clinical Counseling, or related behavioral health field, required.
  • Active California licensure required : LCSW, LMFT, LPCC, PsyD, or PhD.
  • Minimum of 10 years of progressive behavioral health leadership experience, with 3+ years in executive management.
  • Proven success managing multi-county contracts and multimillion-dollar budgets (e.g., LACDMH, RUHS-BH, San Bernardino DBH).
  • Demonstrated expertise in CalAIM, Medi-Cal managed care, ECM, and value-based care frameworks.
  • Deep understanding of revenue management, fiscal forecasting, and financial decision-making.
  • Experience with workforce development, training, and oversight of internship or practicum programs.

Computer / Office Skills Required

  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Proficiency in EHR systems (CareLogic or equivalent) and data visualization platforms (Power BI, Tableau).
  • Knowledge of data governance, interoperability, and healthcare analytics systems.
  • Clearances Required

  • DOJ, FBI, and Child Abuse Index clearances.
  • Valid California driver's license and insurability under the agency's automobile insurance policy.
  • Essential Duties

  • Provide executive-level oversight of all Mental Health, Family Preservation, and ECM operations, ensuring programs deliver on clinical, fiscal, and compliance goals.
  • Develop and execute multi-county strategic plans that advance CalAIM, BHSA, and Medi-Cal transformation initiatives.
  • Advise the COO on policy trends, funding opportunities, and system transformation across behavioral health networks.
  • Cultivate and sustain partnerships with DMH, RUHS-BH, DBH, DHCS, and Medi-Cal Managed Care Organizations.
  • Represent the agency in executive-level forums, advisory committees, and public behavioral health collaborations.
  • Oversee program planning, design, and continuous improvement for outpatient mental health, IFCCS, Wraparound, PEI, ECM, and BH-IN programs.
  • Ensure programs meet contractual deliverables, outcome metrics, and audit standards.
  • Maintain fidelity to evidence-based, trauma-informed, and culturally responsive care models.
  • Ensure field-based, community, and clinic services operate efficiently and consistently across counties.
  • Provide strategic oversight of all Family Preservation programs, ensuring compliance with DCFS and DMH standards.
  • Advance care integration models that strengthen family systems and prevent higher levels of placement or hospitalization.
  • Identify opportunities to expand both programs through state, county, and managed care partnerships.
  • Serve as the agency's subject-matter expert on CalAIM and behavioral health system transformation.
  • Lead implementation of Behavioral Health Services Act (BHSA) mandates, aligning operations with funding allocations for Full-Service Partnerships, behavioral health supports, and housing interventions.
  • Oversee stakeholder engagement and strategic planning related to BHSA's integrated behavioral health plans and new reporting requirements.
  • Drive the adoption of technology, telehealth, and AI-enabled solutions that enhance efficiency and care coordination.
  • Oversee compliance with DMH, DHCS, and federal regulations, ensuring audit readiness and operational excellence.
  • Lead data-driven decision-making through performance dashboards that integrate financial, clinical, and operational metrics.
  • Establish and monitor key performance indicators (KPIs) for access, quality, outcomes, and revenue performance.
  • Conduct executive-level reviews of documentation, utilization, and program performance to ensure efficiency and compliance.
  • Exercise executive accountability for all program revenues and expenditures across assigned departments.
  • Develop and oversee multimillion-dollar budgets in collaboration with Accounting departments.
  • Monitor contract deliverables, utilization, and reimbursement patterns to ensure fiscal sustainability.
  • Use revenue data and cost-benefit analyses to inform program decisions and guide strategic investments.
  • Identify and secure new funding opportunities (MHSA, CalAIM, BHSA, grants, partnerships) to sustain and grow services.
  • Provide executive oversight of all Practicum Supervisors and the Intern Program, ensuring compliance with BBS standards and academic partnership agreements.
  • Collaborate with Human Resources and clinical leadership to maintain a robust pipeline of emerging mental health professionals.
  • Promote a trauma-informed, equitable, and growth-oriented work environment.
  • Represent Crittenton in county, regional, and state-level behavioral health forums and policy workgroups.
  • Establish strategic relationships with universities, healthcare systems, and community partners to enhance service integration and research collaboration.
  • Serve as a public-facing ambassador for the agency, communicating program impact and innovation to funders, policymakers, and the broader community.
