Position Information

Join TxDOT's Alternative Delivery Division as an Alternative Delivery Project Manager where you'll play a pivotal role in overseeing the planning, design, construction, and maintenance phases of design-build (DB) and comprehensive development agreement (CDA) projects. These innovative project delivery methods aim to streamline processes, reduce costs, and accelerate the completion of critical infrastructure projects across Texas.

This position is based out of TxDOT's Stassney Campus in Austin and performs advanced and complex project management work in one or more functional areas to include design, construction, materials, and / or maintenance for the Alternative Delivery Division's design-build program as part of the Implementation and Maintenance Section.

You will join a highly motivated, talented, engaged, and dedicated team to help ensure oversight and compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with District and Division personnel, governmental officials, and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Position Description

Performs highly advanced and complex project management work and provides guidance and direction in project development. Manages alternative delivery projects in multiple functional areas. Oversees and administers the implementation, maintenance and materials aspects of alternative delivery projects. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Reports to the Implementation and Maintenance Section Director. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties :

Coordinates and communicates with FHWA, districts, divisions and administration on project issues and recommends resolutions.

Develops, recommends and / or interprets policies and procedures regarding projects or program activities.

Ensures contract administration and oversight of design-build projects is achieved.

Oversees and develops plans for highly complex project(s) related to their resource assignments, schedules, scope, communication, quality, and / or procurement, while utilizing available resources and maintaining the agency's project objectives.

Performs alternative delivery contract administration to include contract interpretation, compliance monitoring, analysis and problem and dispute resolution.

Performs site visits to oversee and monitor construction and traffic control projects.

Prepares and makes presentations.

Prepares sensitive and high-level correspondence and technical reports.

Provides project updates and decision items to the Section Director, Division Director , or Executive Management.

Responsible for the timely response of project issues, conflicts, requests for Information and other documents submitted by the district.

Reviews change orders, and supplemental agreements .

Performs other job responsibilities as assigned.

Minimum Qualifications :

Education : Bachelor's Degree in Engineering, Construction Science, or a related discipline. Relevant work experience may be substituted for degree on a year per year basis . Substitutions for Minimum Qualifications

Experience : 6 years experience in transportation planning or design; project or contract management or related activities. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications : Valid driver's license. This position requires driving a state vehicle.

knowledge

of

Construction engineering policies and procedures

Project changes (scope, budget, schedule, resource management) using a critical path method enterprise information system management tool

Risk analysis procedures and methods

Contract interpretation and oversight

Considerable knowledge of

Transportation design engineering principles, practices and methods and the application of engineering theory

Roadway construction, inspection and evaluation methods and procedures

Agreements and related transportation engineering, contracting requirements

Thorough knowledge of

Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines

Expert skill in

Directing and establishing objectives; clarifying roles and responsibilities; evaluating results and making necessary adjustments

Developing, interpreting, and implementing policies, procedures, and technical information

Research and analysis methodologies

Public relations for maintaining effective working relationships with individuals and groups, both internal and external

Overseeing and coordinating projects and program activities

Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees

Communicating complex ideas and information clearly, concisely, and effectively

Other Attributes

Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

Collaborates and cooperates with others and builds effective working relationships with internal and external members to accomplish organizational goals

Physical Requirements and Working Conditions :

Sedentary work : Lift up to 10 lbs at a time and occasionally carry files / small tools

Light work : Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs

Standing-prolonged periods of time

Repetitive Motion-substantial movements of the wrists, hands, and / or fingers

Close Visual Acuity-work includes data / figures; view a computer screen; extensive reading
