Government Operations Consultant III

This is an exciting opportunity to help shape the quality of health care in Florida. We are seeking to hire a Government Operations Consultant III who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment. This position is located in the Bureau of Medicaid Policy.

Medicaid Policy is responsible for the development, coordination, and implementation of Florida Medicaid Program policies, including : all Medicaid federal authorities (e.g., the Florida State Plan, 1115 waivers and home and community based waivers), administrative rules, coverage policies, managed care plan contracts, bill analyses, drug utilization review boards, preferred drug lists, supplemental rebate contracts, and KidCare / Title 21.

This position is responsible for developing and maintaining program policies and procedures under the Florida Medicaid Program to ensure the program operates in accordance with the goals and objectives of the Agency, state and federal laws, rules, regulations, and guidelines.

The incumbent will serve as the lead point of contact for their assigned Medicaid contracts and maintains active agency contract manager certification, adhere to established Agency procurement policies and procedures, participate in the programmatic and financial operations of assigned contracts, maintain appropriate and up-to-date contract files, and serve as liaison with assigned contract vendor(s).

The incumbent in this position maintains up-to-date knowledge concerning the Florida Medicaid Program, including pertinent federal laws and regulations, state statutes, and rules.

The Government Operations Consultant III will be responsible for carrying out research and policy development related to Managed Care Policy and Contract Development. Specific duties include :

  • Coordinating with internal and external customers to negotiate and develop contracts and initiate contract amendments, extensions, and renewals.
  • Conducting policy research of issues of importance to the Agency.
  • Researching laws and professional literature.
  • Conducting focus groups and other forms of qualitative information gathering.
  • Designing and administering surveys.
  • Reviewing and analyzing Agency records.
  • Identifying and drafting policy alternatives.
  • Writing grammatically correct and accurate reports that concisely communicate results.
  • Preparing reports, memoranda, meeting minutes, literature reviews, issue briefs, and presentations.
  • Making presentations for stakeholders and executive leadership.
  • Participating in internal and external meetings.
  • Performing other duties as assigned.

Research analysts help to plan and convene meetings, design and implement qualitative studies and analyses, and assist in drafting written materials such as briefs, fact sheets, proposals, and presentations.

An ideal candidate will be able to :

  • Acquire and maintain up-to-date knowledge of the Florida Medicaid Program, including pertinent federal laws and regulations, state statutes, and rules.
  • Utilize fine-tuned research skills to provide consultative information to internal and external stakeholders related to federal and state authorities.
  • Execute projects, assignments, and policy updates timely and accurately within a fast-paced environment.
  • Provide consultation and expert advice to leadership using logic and analysis to identify the strengths and weaknesses of different approaches.
  • Communicate effectively both verbally and in writing.
  • Establish and maintain effective working relationships with others.
  • Function both independently and in a team environment.
  • Be flexible to function and succeed both with and without extensive direction.
  • Determine work priorities and ensure proper completion of work assignments.
  • Communicate, correspond, and provide trainings / presentations to both internal and external inquirers.
  • Understand the Medicaid Policy vision and have the ability to implement / execute projects, assignments, and policy updates timely and accurately within a fast-paced environment.
  • Propose solutions to complex problems.
  • Determine the best solutions through the use of comprehensive research.
  • Move cost-saving and cost-effective health policy forward.
  • This position may require travel. This is an anticipated vacancy. The salary is negotiable within the listed range and will be commensurate with experience and demonstrated successful management of complex project and initiatives.

    MINIMUM QUALIFICATIONS REQUIREMENTS

    Two years of experience using Microsoft Office Suite products (e.g., Word, Excel, PowerPoint, etc.).

    Two years of experience developing and writing communications / documents for external distribution and / or public webpage posting.
