Overview : We are seeking a skilled Program Analyst Naval Systems with deep expertise in Supply Chain Risk Management (SCRM), obsolescence planning, and naval systems lifecycle management. This role supports enterprise-level initiatives within the Department of Defense (DoD), specifically NAVSEA programs, and requires a strategic thinker with strong technical, policy, and analytics capabilities.

Key Responsibilities :

• Program Management Support : Lead cross-functional initiatives across over 30 NAVSEA programs, including risk mitigation and redesign of enterprise-level SCRM and obsolescence programs. Develop organizational SOPs that align with executive leadership's strategic objectives.
• Obsolescence & Sustainment Planning : Drive long-term sustainment strategies for complex naval radar systems. Analyze obsolescence risk through forecasting, cannibalization rates, technology insertions, and refresh cycles.
• Product & System Lifecycle Management : Manage all phases of system lifecycle, from concept development to field deployment and sustainment. Coordinate integration, logistics, and system readiness to meet operational performance goals.
• Policy & Schedule Development : Collaborate with internal and external stakeholders-including OEMs and SMEs-to develop Integrated Master Schedules, POA&Ms, executive briefings, and lead recurring stakeholder engagements and inspections.
• Data Analytics & Reporting : Perform advanced analytics using Tableau, SQL, and Excel to evaluate system performance metrics such as MLDT, MTTR, and MTBCF. Translate findings into actionable insights to drive availability and readiness improvements.
• Budget & Financial Oversight : Manage project budgets including cost estimation, vendor negotiations, and funding allocation. Ensure program execution remains within scope and aligned with financial and contractual constraints.
