Minimum Requirements :

  • Minimum of 5-10 years of experience in project controls or project management within infrastructure, construction, or transportation sectors
  • Proven experience managing project controls teams, including administrators and specialists
  • Strong background in cost control, scheduling, and forecasting
  • Proficiency in project management and controls software (e.g., Monday.com, Primavera P6, MS Project, Excel, PowerBI)
  • Experience in stakeholder engagement and cross-functional collaboration
  • Familiarity with federal, state, or local regulations affecting infrastructure or transportation projects preferred
  • Exposure to contract management and procurement processes
  • Experience supporting claims and dispute resolution through data and schedule analysis
  • Strong leadership and team management capabilities
  • Excellent communication skills across all levels of the organization and with external partners
  • Strategic thinking and decision-making abilities
  • High attention to detail and analytical skills
  • Ability to work independently and collaboratively
  • Familiarity with accounting principles and financial reporting
  • Commitment to continuous improvement and process optimization
  • Advanced data analytics skills
  • Negotiation and influence skills for managing scope, budget, and stakeholder expectations
  • Crisis and contingency planning capabilities
  • Team Leadership & Oversight :

  • Demonstrates understanding and adheres to the KCS principles of Employee Engagement, Operational Excellence, Safety & Security, and Economic Performance
  • Manage and mentor Project Administrators and Project Controls Specialists
  • Allocate resources effectively across projects and ensure team development
  • Foster a collaborative and accountable team culture
  • Develop training programs for junior staff and cross-functional teams on project controls tools and methodologies
  • Project Controls Management :

  • Develop and maintain integrated project schedules and cost control systems
  • Monitor program and portfolio performance and provide variance analysis and forecasting
  • Prepare and present internal and client-facing reports on project status, risks, and financials
  • Support invoice review and approval processes
  • Lead risk identification and mitigation planning
  • Participate in project meetings and represent the controls function as needed
  • Oversee change management processes, including scope changes, documentation, and approval of change orders
  • Support financial / deduction resolution through forensic analysis and documentation
  • Contract & Procurement Interface :

  • Collaborate with procurement and contract teams to align project controls with contractual obligations
  • Monitor contractor performance against contract terms
  • PMO & Process Improvement :

  • Contribute to the development and standardization of project controls practices within the PMO
  • Support implementation of tools and methodologies to enhance project delivery
  • Collaborate on continuous improvement initiatives across the department
  • Ensure compliance with internal standards and external requirements
  • Portfolio-Level Reporting & Strategic Impact :

  • Aggregate data across multiple projects for executive-level dashboards and strategic decision-making
  • Utilize advanced computer skills and data analytics tools to support project planning, scheduling, cost control, and performance tracking.
  • Identify trends and systemic risks across the portfolio
  • Establish and track key performance indicators (KPIs) for project controls effectiveness
  • Benchmark performance against industry standards
  • Quality Assurance :

  • Ensure accuracy and consistency in all project controls deliverables
  • Promote best practices and innovation in project controls
  • Support audit and quality review processes
