I. Purpose of Job

Under limited supervision to perform engineering support to the Water Management Department in the collection and analysis of civil engineering data. Responsibilities may include reviewing development plans for compliance to city specifications, functioning as a project manager for capital improvement projects, and providing technical knowledge to City staff, elected officials, and the general public.

II. Essential Job Duties

A. Plans examination

  • Reviews Water and Sanitary Sewer development plans for sites, subdivisions, and City projects for compliance with applicable regulations and standards; evaluates studies, reports, and comments concerning such plans; identifies required changes and prepares departmental responses to submitted plans. Coordinates plan review and staff comments with other necessary departments.
  • Review building permits to determine if additional impact fees are warranted.
  • Review construction and building permits, including but not limited to retaining walls, right-of-way, and swimming pool permits making certain no conflicts with City utilities or buried infrastructure.
  • Reviews plans and permits verifying if documents are current or expired.

B. Project management

  • Attending and / or conducting pre-construction and project-progress meetings to ensure projects stay within prescribed budget and payments are made in a timely manner.
  • Manage water and sewer availability requests and approval process.
  • Manages contracts to ensure adherence to scope, resolution of design conflicts, and adherence to budget constraints; accepts or rejects work performed under contract and negotiates changes as required.
  • Maintains project documents (submittals, Request For Information, Work Change Directive, Change Order, Pay apps, etc.)
  • Manages and Monitors project progress, performance and completion reports, purchase requests, requisitions, change orders, oversees invitation / receipt of bids and reports of claims against the City.
  • Researches, investigates, and makes recommendations on project problems; provides technical support in the updating of various city projects.
  • C. Provides technical expertise

  • Performs engineering work related to the planning, design, construction, and modification of public capital works projects with a specialty in water and sanitary sewer.
  • Run capacity tool to evaluate capacity of wastewater collection system for individual requests.
  • Calculates probable construction costs for upcoming projects or for grant applications.
  • Investigates complaints related to public works infrastructure, projects, and construction.
  • As a registered Engineer, performs and certifies engineering work related to the planning, design, construction, and modification of public capital works projects for water and sewer.
  • Prepare Engineers Joint Contract Document Committee (EJCDC) front-end documents to bid projects.
  • D. Administrative

  • Reviews federal grant applications and oversees any grant monies received.
  • Assists general public, contractors, developers, and engineers in search of general information pertaining to public works activities.
  • Provides construction-project status updates to the public.
  • Coordinate and collaborate with engineers and contractors on Capital Improvement Projects (CIP).
  • Coordinate with other departmental staff member regarding various items relevant to their departments.
  • Prepare items for approval to Capital Improvement Committee (CIC) and Board of Mayor and Aldermen (BOMA) meetings (creating Resolutions, Ordinances, Public Service Announcements, Work Orders, etc.
  • Submitting documents to Law Department for review and approval using HighQ software.
  • Preparing and submitting construction-start notifications to the Tennessee Department of Environment and Conservation (TDEC).
  • III. Other Job Duties

    Performs other job duties as assigned, including :

  • Perform related duties and responsibilities to assist other employees in the Department as required or as assigned.
  • IV. Primary Job Challenges

    Primary challenges of this position include balancing technical requirements and regulatory standards with cost efficiency, community needs and sustainability ensuring essential services such as water, wastewater and reclaim are delivered reliably and efficiently during the installation of new systems and the upgrade of existing infrastructure.

    V. Equipment Operated

    Computers equipped with specialized software for design and analysis such as MicroSoft Office, HighQ, Civic Clerk, ESRI, AutoCAD, cell phones, general office equipment (multi-line phone, printer, copier, plotter)

    VI. Key Competencies Required

  • Job Content Knowledge :
  • Is very knowledgeable of water treatment / distribution and wastewater collection / treatment practices and methods. Has thorough knowledge of the policies, procedures, and activities of the City and familiar with water / wastewater and engineering practices. Has thorough knowledge of State and municipal code, zoning ordinances, and City and State standard specifications affecting the implementation of the City's overall water management planning programs. Is well versed in OSHA, TDEC, and EPA regulations. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department. Is knowledgeable and proficient with computers.

  • Language Skills :
  • Read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Write reports, business correspondence, and procedure manuals. Effectively present information and respond to questions from groups of managers, customers, and the general public.

  • Mathematical Skills :
  • Work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.

  • Reasoning Ability :
  • Apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) at the highest level. Deal with a variety of abstract and concrete variables.

  • Teamwork :
  • Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. Anticipates need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate.

    VII. Physical Demands and Work Environment

    Physical Demands : Performance of the essential duties of this job requires the incumbent to :

  • Must remain in a stationary position 50% of the time.
  • Regularly move around different worksites.
  • Constantly operates equipment or machinery
  • Frequently positions self to maintain work area and items needed to complete daily tasks.
  • Regularly communicates information and ideas so others will understand, exchange accurate information in these situations.
  • Occasionally ascends / descends ladders.
  • Regularly moves / transports up to 20 pounds.
  • Frequently moves / transports up to 100 pounds.
  • Work Environment :

  • Occasional exposure to wet or humid conditions (non-weather).
  • Regular exposure to outdoor weather conditions
  • Driving a vehicle during adverse weather conditions, in heavy traffic or at night
  • Working around objects and machinery in construction areas.
  • The work environment is : Loud (examples : metal can manufacturing department, large earth-moving equipment)
  • Minimum Requirements

    VIII. Qualifications

    Education and Experience :

    The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a bachelor's degree in civil or environmental engineering, Project Management, or related field (B.S.), plus four to five years of related experience and / or training with a focus in water and sanitary sewer; or equivalent combination of education and experience.

    Required Certifications / Licenses :

  • Tennessee Engineer In Training license with the ability to obtain Professional Engineer registration within 4 years
