This is a hybrid-schedule (Albany, NY), 1+ year W2 contract with the potential to extend.

Position Overview

The Program Manager will lead the statewide implementation of a new Data Governance Board Plan.

This role will be responsible for driving execution of enterprise data management initiatives, coordinating governance bodies, and ensuring measurable progress across the complex state Medicaid environment.

The ideal candidate is an experienced professional who can operate at both strategic and operational levels—facilitating collaboration, enforcing standards, and managing multiple high-visibility initiatives.

Required Skills

15+ years of experience implementing data governance frameworks or managing enterprise-level data programs

Proven success leading data governance board design, policy development, or data management strategy execution

Deep knowledge of data management principles such as DAMA, stewardship, metadata, and data quality

Strong facilitation skills with the ability to coordinate cross-functional and executive stakeholders

Excellent organizational, analytical, writing, and communication skills

Experience managing structured action plans and measurable outcomes

PMP, Agile, or equivalent certification preferred
