The Director of Human Resources is a senior management classification which serves as a member of the Kitsap Regional Library Leadership Team. The position is responsible for providing leadership, strategic direction, and oversight of the Human Resource department in the areas of Human Resources talent management, organizational development and effectiveness, employee and labor relations, and total rewards. The department acts as the primary liaison between employees, management, and leadership. The Department also provides guidance and support to managers and supervisors in the areas of employee performance, motivation, development, and discipline, while ensuring compliance with all applicable civil service regulations, municipal codes, state and federal laws, and federal requirements, including EEO, FLSA, ADA, and FMLA.

Under the general direction of the Library Director, the incumbent plans, manages, develops, coordinates, and implements human resources policies, programs, and initiatives to address both strategic and operational needs of the organization. The position is accountable for integrating diversity, equity, inclusion, and belonging principles into all human resources functions and exercises independent judgment and discretion in decision-making within assigned areas of responsibility.

QUALIFICATIONS AND EXPERIENCE

Bachelor's degree from an accredited four-year college or university in a related field plus four years of progressively responsible HR experience, including four years in a supervisory role of Human Resource Management. Professional accreditation (PHR or SPHR) and two years exposure to a union environment preferred.

BENEFITS & SALARY

Employees regularly scheduled 20 or more hours per week are eligible to participate in our medical, dental, vision, basic life, AD&D, long term disability insurance plans, health reimbursement arrangement (HRA), as well as our employee assistance program. Additionally, all employees regularly scheduled 20 or more hours per week receive 13 paid holidays throughout the calendar year. Employees in this position earn 26 days per year of vacation leave over the course of their first year, 13 days of sick leave, and 1 personal day each year.

Kitsap Regional Library participates in the Washington State Public Employees Retirement System (PERS). Employees are automatically eligible for the plan if they work a minimum of 16.25 hours per week (or 70 hour per month) during five months per year for two consecutive years.

The compensation range for this position is $115,370.21-$159,698.61 per year. Offers will be determined based on required and relevant experience and in alignment with internal equity.

ESSENTIAL FUNCTIONS

Any of the following duties may be performed. These examples are not necessarily performed by all incumbents, however, and do not include all specific tasks an incumbent may be expected to perform.

DUTIES :

  • Participate in the development and management of the library's long and short-term strategic planning initiatives; identify performance benchmarks and monitor protocols and develop and / or recommend policies and procedures affecting the library.
  • Develop division goals and objectives consistent with the library's mission and policies; design and implement department procedures, systems and performance standards to achieve the library's objectives, consistent with legal requirements.
  • Serve as a core member of the library's Leadership Team. Provide advice regarding library operations and policies and the resolution of complex human resources matters.
  • Oversee HR operations with a focus on fairness and belonging by creating and putting into practice strategies that improve representation, opportunity, and respect across the Library. Provide guidance to leadership and help ensure meaningful progress in strengthening the employee experience.
  • Develop and implement inclusive and equitable hiring practices and organization-wide training initiatives that promote a welcoming workplace culture and a strong sense of belonging, ensuring alignment with the Library's strategic goals and values.
  • Monitor and ensure regulatory compliance and manage labor relations, including contract negotiations.
  • Collaborate with senior staff leaders to define, track, and evaluate organizational goals, and establish processes to ensure adherence to plans and budgets.
  • Direct the development of labor relations policies and procedures. Serve as lead member of the collective bargaining team and assume responsibility for contract administration.
  • Direct and administer the Library's compensation and benefits programs to ensure competitive, equitable, and legally compliant total rewards across all employee groups. Monitor compensation structures and benefit offerings to maintain market competitiveness and internal equity.
  • Serve as the authority for addressing complex, sensitive, and confidential human resources matters requiring a high level of discretion, judgment, and knowledge of employment law and organizational policy.
  • Oversee and direct the full cycle of recruitment, selection, and retention processes. Develop and implement strategies to broaden outreach and attract a qualified and diverse applicant pool. Provide guidance and resources to departments to strengthen their capacity to interview, select, and retain a workforce that reflects the diversity of the community.
  • Monitor workforce demographics and market trends to ensure the Library maintains strong competitive positioning in attracting and retaining highly skilled employees, with an emphasis on advancing organizational diversity, equity, inclusion, and belonging priorities.
  • Ensure that all human resources policies, practices, and programs-including recruitment, onboarding, training, performance management, employee recognition, and employee relations-are administered in compliance with federal, state, and local laws and regulations.
  • Identify and remove structural barriers within HR systems and processes to foster fair, equitable, and transparent career advancement opportunities for all staff.
  • Direct an effective employee relations service to enhance the quality of the library's relationships with its staff. Ensure that employees are knowledgeable about various HR programs and encourage employees to actively participate in programs or benefits designed to enhance their employment experience.
  • Direct the administration of an effective automated Human Resources Information System (HRIS) and other record keeping systems to assure compliance with legal requirements and access to information required for making management decisions.
  • Direct the implementation of staff development and training programs across all job categories, as well as development and communication of leadership policies, practices, and guidelines.
  • Develop and administer HR Department's budget with the Chief Financial and Operating officer and monitor and authorize expenditures.
  • Oversee the coordination of the Safety Program and Wellness Program.
  • Perform other related duties as required.
  • KNOWLEDGE, SKILLS AND ABILITIES :

  • Ability to maintain regular and reliable attendance.

  • Experience leading inclusion and equity strategy initiatives for organizations and bringing an equity lens to HR work.
  • Knowledge of HR principles and practices, Federal, State and local laws, rules and regulations.
  • Knowledge of training programs and techniques and the ability to develop effective programs.
  • Ability to maintain effective communication with management, employees, applicants, vendors and patrons.
  • Ability to operate standard office equipment, perform required data entry proficiently and utilize computer software and specialized programs.
  • Ability to work with and maintain confidential, personal and sensitive information.
  • Ability to analyze and organize data and information supportive to decision making.
  • Ability to multi-task and effectively manage priorities daily.
  • Ability to identify resources, research and locate laws, regulations, data and information relevant to specific projects or situations.

    Work is carried out within a generally accessible, safe, office environment with frequent staff interaction. This position involves light physical demands involving typical office equipment. The ability to operate computers, to communicate clearly with others, and to prioritize and problem-solve are required.

    This position occasionally visits locations throughout the county and may need to drive on library business.

  • SCHEDULE

    This is a full-time position scheduled for 40 hours per week. The schedule is typical Monday through Friday office hours but may include weekends and evenings as needed. Please note that schedules are subject to change to meet the needs of the library.
