Posted wage ranges represent the entire range from minimum to maximum. Job Summary
Advises and counsels senior leadership, directors, managers and supervisors on issues related to employment and recruitment. Manages the optimal design and deployment of the recruiting strategy and employment services for EvergreenHealth in alignment with overall Human Resources and organizational direction. Provides direction and coaching to the Employment Team and guidance to management on issues related to employment and recruitment. Makes recommendations to support strategic goals of the organization while managing the staff and functional area of all non-Provider recruitment.
Primary Duties
- Responsible for developing and implementing human resource systems and processes for a strategic recruitment plan for EvergreenHealth within the guidelines set by the Chief Human Resources Officer. Ensures that processes and systems meet current and future staffing requirements and compliance with all federal, state and organizational guidelines and regulations.
- Responsible for providing leadership for all non-Provider recruitment. Manages all Executive level recruitment and searches.
- In collaboration with the Manager-Provider Recruitment, the Employment Team may support Provider recruitment, onboarding and provider employment credentialing.
- Supervises and provides overall direction, coaching and functional guidance for staff in the administration of employment and recruitment. Evaluates and participates in staff development and training in best practices.
- Develops and manages appropriate performance metrics for Employment Team. Updates and publishes Human Resources dashboard monthly.
- Responsible for Employment Records retention.
- Responsible for compliance of Human Resource records with all regulatory agencies (Joint Commission, Department of Health, etc.). Responsible for maintaining survey readiness, and functioning as the HR regulatory leader, a member of the Regulatory Compliance Leadership Committee and Joint Commission Chapter Owner.
- Responsible for credentialing and oversight of all contingent workers (non-employee) staff. In partnership with legal, responsible for negotiating staffing and contingency (non-employee) agreements.
- In collaboration with the Decision Support / Finance Team, responsible for facilitating Position Review Committee meetings and process.
- Manages all aspects of employee VISA and Immigration processing. May consult with external immigration legal counsel as needed.
- Manages Employment / Recruitment budget; recommends annual goals, plans and costs to the Chief Human Resources Officer for input to annual department budget; and recommends and facilitates implementation of organization-wide labor cost management, productivity and performance strategies.
- Formulates and administers employment and recruitment policies with guidance from the Chief Human Resources Officer. Develops and implements approved organization-wide critical staffing and recruitment plans, employment and recruitment policies and practices and advises management on impact of changes.
- Provides guidance to senior leadership, directors, managers and supervisors on issues related to employment and recruitment. Consults with management and staff on interpretation of policies and procedures and makes recommendations for updates and changes.
- Spearheads special projects as assigned.
- Performs other duties as assigned.
License, Certification, Education or Experience
REQUIRED for the position :
Bachelor’s degree in Human Resources or related field or equivalent relevant education / experience8 years of progressively responsible experience in the employment and recruitment fields in an integrated medical center environment to include 3 years of management experienceExperience in project managementHuman Resources Information System, Timekeeping and Applicant Tracking System experienceDemonstrated skills in all facets of full-cycle recruitment including but not limited to executive and provider recruitment, employment agreements, compensation analysis, advertising, sourcing and conducting a search including working with a third-party vendorAbility to facilitate and negotiate third party agreementsSensitivity to and knowledge of various ethnic, cultural and socioeconomic groupsCurrent knowledge of Joint Commission and Department of Health regulationsAbility to establish and maintain effective relationships with management, employees and the general publicCurrent knowledge of State and Federal employment laws / regulations pertaining to non-discrimination, substance abuse, fraud and abuse and recruiting issuesAbility to perform work within strict quality, budget, and timing guidelines, striving for efficiency and efficacy, and identifies opportunities for process improvement.Must be proactive, self-directing and take initiativeAbility to function successfully in a diverse and complex work environment that requires the planning and integration of varied recruitment sourcing methodologies, policies, procedures, and employment laws.This position requires planning, communication and decision-making capabilities.
