Position Summary :

IEM is looking for a F ull Time Senior Training Specialist and Instructor .

Primary Location :

  • Candidates must reside in the National Capital Region and be able to commute to perform work on client site in Washington D.C.
  • Once hired you will perform periodic work on client site in Washington DC and deploy (travel) across the United States to additional client sites, as needed.
  • You will work remote from home when not assigned or deployed to client sites.
  • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection.

You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

Travel Requirements :

This position will require work to be conducted onsite and may require work on weekends or in excess of 40 hours per week.

Travel and other expenses are reimbursable in accordance with Federal Travel Regulations.

Essential Functions :

  • Assist with the development of strategic- and operational- level policy documents including strategic plans, concepts of operation, implementation plans, directives, guidance, memorandums, and other documentation.
  • Support meetings, taking detailed notes, and provide briefings to the government staff on outcomes of meetings.
  • Support the development of national and stakeholder-level policy, plans, and conduct recurring training courses and technical assistance planning workshops for stakeholders, which may include federal, state, local, territorial, and tribal government partners, or private sector and non- governmental organization partners.
  • Design curriculum using generic instructional and design theories (e.g., Kirkpatrick Model of evaluation, ADDIE method), and utilizing the SMART method for objective writing for new course curriculum.
  • Build and deliver curriculum and technical assistance, in both classroom and virtual environments, for both federal and non- federal audiences, as well as
  • Draft training development plans and course content materials (ex. MS PowerPoint slides and accompanying Trainer Facilitation guides).

All deliverables shall be suitable for use by senior officials (SES-level and political appointees) participating in the training program.

  • Lead / create needs analysis for tasks, objectives, and audience, and develop business case studies for justification of course development / changes.
  • Conduct focus groups for smaller groups of subject matter experts to vet course content and structure.
  • Provide evaluation activities (includes tests, drills, and other exercises).
  • Focus on the collection, management, and analysis of government mission resilience data at the national, federal, state, local, tribal, and territorial levels, including information contained in after action reports, evaluations, surveys, plans, grant applications, and risk assessments.
  • Other duties as assigned.

Current Knowledge, Skills, & Abilities :

  • Advanced ability to use provided IT tools and document management tools to create, organize and maintain project documents.
  • Advanced knowledge of standard office procedures and intermediate computer operations to include a working and functional use (preferred intermediate to advanced) of all Microsoft Office applications including Word, Outlook, and Excel as well as smartphone / text usage.
  • Ability to effectively communicate (written and orally) with team members and local, state and federal stakeholders.
  • Solid written, verbal and organizational skills.
  • Ability to work independently with minimal supervision as well as within a team framework to accomplish objectives under a tight deadline.
  • Able to remain flexible and adapt quickly to changes.
  • Strong customer service skills

Minimum Qualifications :

  • More than 10 years of experience in emergency planning, with strong governmental continuity of operations (COOP) experience.
  • Must reside in commuting distance of the National Capital Region
  • Must possess a Top Secret / SCI security clearance.
  • Master’s Degree
  • Must be legally authorized to work in the U.S.

Preferred Qualifications :

FEMA Master Continuity Practitioner, with completion of the Continuity Excellence Series (CES) Level II requirements
