Job description

Airfield Manager

The Airfield Manager is responsible for the safe, effective, and efficient management of the airfield and associated services including airfield safety, flight operations, aircraft services, air traffic control, and air traffic equipment maintenance. Manages the airfield in accordance with applicable Army regulations (AR), United Facilities Criteria (UFC), Engineering Technical Letters (ETL), and applicable Federal Aviation Administration (FAA) Advisory Circulars to support garrison, transient, and tenant unit flight operations. Serves as the principal staff advisor on aviation matters and provides airfield representation at installation planning boards and aviation safety and standardization meetings. Conducts inspections and identifies and submits work orders with the Director of Public Works (DPW) for maintenance and repair of airfield fixed facilities (runways, taxiways, parking ramps, lighting systems). Coordinates daily operations with outside organizations, and is responsible for the determination of requirements and management of special use airspace in support of military operations / training in the surrounding area. Provides staff briefings to all levels of command and / or representatives from higher headquarters and represents the installation on staff visits concerning airfield operations or associated problems. Presents installation / garrison and State leadership with information on airfield imaginary surfaces and potential impacts to aviation caused by obstacles, construction, or proposed construction in the airport vicinity. Develops long range plans for future modernization of the airfield and ensures that long-range facility improvements and construction requirements are identified and programmed in Public Works Installation Master Plan. Coordinates for airfield obstruction and engineering criteria waivers, airfield obstruction surveys, and pavement evaluations. Ensures appropriate reports and pertinent data are provided to principal staff officers of the command for the purpose of helping to achieve the most effective airfield operation. Participates in Planning, Programming, Budgeting & Execution (PPBE) by providing requirements input to the annual Program Objective Memorandum (POM) process, and developing, managing, and executing an annual airfield budget. Develops, implements, manages, and annually reviews airfield-related plans and programs including the Airfield Safety Program, Foreign Object Damage (FOD) Prevention Program, Quality Assurance Program, Wildlife Hazard Management Program, Airfield Management Training Program, and Flight Line Driving Training Program. Coordinates with external agencies to ensure airfield requirements are included in installation-level plans such as Snow and Ice Removal Plan, Physical Security / Anti-Hijacking Plan, Aircraft Pre-Accident Plan, and Public Relations / Noise Abatement Programs. Develops inter and intra agency letters and memorandums of agreement (LOA / MOA) and operating instructions in support of airfield, air traffic, and airspace requirements. Delegates authority to subordinate supervisors, outlines policy and overall program requirements and objectives, and coordinates and monitors the execution of assigned functions. Gives guidance to the subordinate leaders for the long and short-term goals of the Airfield. Responsible for the training and readiness, evaluation of Airfield personnel, operational requirements, and training / certification requirements for the staff personnel. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Evaluates performance of subordinates and reviews evaluations made by subordinate supervisors or other employees. Ensures employee job performance standards are consistent with organizational goals and that standards are fair, measurable and accurately evaluated. Serves in the rating chain for both military and civilian personnel. Conducts daily and annual inspections of runways, taxiways, parking ramps, lighting and clearance areas. Responds to flight safety hazards affecting the environment and maintains a hazard log. Initiates overdue aircraft procedures and activates secondary crash alarm system. Responds to emergency situations on the airfield. Closes or suspends operations to runways, taxiways, and parking ramps when hazards are identified or aviation safety is jeopardized. Procures, maintains, and produces information on safe operation of aircraft through the national airspace system (NAS) including flight plans, flight information publications (FLIP), aeronautical charts and maps, Notices to Airmen (NOTAM), local airfield and navigational aid status, and weather information. Processes requests for Prior Permission Required (PPR), Civil Aircraft Landing Permits (CALP) and Army Aircraft Landing Authorization Numbers (AALAN). Performs other duties as assigned.

Requirements Conditions of Employment Qualifications Individual Occupational Requirements - Must have the Education or Experience as described below : Undergraduate or Graduate Education : Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. Or Experience : Experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Specialized Experience is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-13 - Must possess 1-year specialized experience equivalent to at least the next lower grade, GS-12. Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). Experience in managing the function of the work to be performed.

Experience Requirements : Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example : 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs / wk) Use of year only will result in disqualification. Other Conditions of Employment - Mission Essential : (not 'emergency' essential) - positions are subject to call back and work during nights, weekends, holidays, emergencies, and outside normal operating hours. Positions are operationally essential to aviation operations at the assigned airfield. Positions are typically exempt from government shutdown and may be exempt from weather release or other closures as determined by the installation commander.

Education Additional Information - If you are a current Federal employee or former Federal employee, you must submit a copy of your latest SF-50 "Notification of Personnel Action" and / or a copy of the SF-50.
