The Assistant Superintendent for Human Resources (HR) provides visionary leadership and strategic
direction for all aspects of human capital management within the school district. This position
oversees the development implementation and evaluation of policies and programs related to
staffing recruitment retention professional development performance evaluation employee
relations compensation benefits licensure and compliance with federal state and local regulations.
The role is critical in fostering a culture of equity continuous improvement and employee engagement
to support student achievement and district goals.
Essential Duties
- Serve as a key member of the superintendents cabinet contributing to district-wide strategic
planning and decision-making.
Develop and implement a comprehensive human capital management plan aligned with thedistricts strategic priorities.
Lead HR initiatives to promote a positive inclusive and productive work environment across allschools and departments.
Collaborate with district leadership to support school improvement efforts through effectivestaffing and personnel management.
Advise administrators and supervisors on personnel matters including grievances disciplinaryactions and conflict resolution.
Ensure consistent interpretation and application of board policies personnel laws andemployment regulations (e.g. Title IX FMLA ADA EEOC).
Serve as the districts liaison to legal counsel in employee matters.Facilitate investigations of alleged employee misconduct or violations of policy and recommendappropriate action.
Ensure all certified staff maintain valid licensure as required by the North Carolina Department ofPublic Instruction (NCDPI).
Oversee the implementation of the NC Educator Evaluation System (NCEES) and supportadministrators in using evaluation data to guide professional growth.
Monitor evaluation data to identify trends areas for support and alignment with districtperformance expectations.
Supervise the development and administration of salary schedules employment contracts andjob classifications in collaboration with Finance.
Oversee employee benefits administration including health insurance retirement plans andwellness initiatives.
Ensure HR records are maintained in accordance with legal and ethical standards includingconfidentiality and data protection.
Utilize HRMS systems and data analytics to inform decision-making and improve operationalefficiency.
Collaborate with other departments to align professional development with district priorities andemployee needs.
Support leadership development programs for aspiring and current school leaders.Provide ongoing training to HR staff school administrators and other personnel on HR policies legal updates and best practices.Champion diversity equity and inclusion in hiring and workplace practices.Implement employee engagement initiatives and climate surveys to inform continuous improvement.Mediate conflicts and support a respectful safe and professional work environment across the district.Directly supervises Human Resources Specialists and support staff.Evaluates the performance of HR department personnel and provides professional growth opportunities.Coordinates with principals and department heads regarding personnel needs and performance issues.Additional responsibilities as delegatedEducation / Experience Requirements
Masters degree in Educational Leadership or a related field.N.C. Administrators Certificate or equivalent combination of education and experienceMinimum of 5-10 years of progressively responsible administrative experience in K-12 educationincluding leadership in human resources or school / district of North Carolina General Statutes and DPI licensure requirements.
Demonstrated expertise in employee relations personnel law and HR policy development.Physical Requirements
