Peninsula Clean Energy is the community choice energy program (known as a "CCA") for San Mateo County and portions of Merced County. Peninsula Clean Energy's customer base includes approximately 310,000 accounts, serving a population of 800,000, with a total electrical load of almost 4 million megawatt-hours.

Our mission is to reduce greenhouse gas emissions by expanding access to sustainable and affordable energy solutions. This includes providing cleaner power at lower rates with virtually GHG-free power as its standard power service. We have aggressive decarbonization goals including delivering 100% renewable energy on an hourly basis by 2030 and supporting its service territory in reaching comprehensive decarbonization for transportation and buildings by 2035. We are making significant and growing investments to advance these objectives, providing a full spectrum of programs and pilots to serve the community.

The Regulatory Analyst / Senior Regulatory Analyst is an important member of the Regulatory Policy team. The Regulatory Policy team has a wide range of responsibilities related to interfacing with and advocating before state and federal regulatory agencies on behalf of Peninsula Clean Energy. Peninsula Clean Energy is a load-serving entity that is regulated by its Board of Directors as well as in-part by various state agencies, primarily the California Public Utilities Commission (CPUC). As Peninsula Clean Energy's programmatic and renewable energy procurement efforts continue to grow, the complexity of advocating for the agency's interests grows as well.

The Regulatory Analyst / Senior Regulatory Analyst works under the direction of the Senior Director of Regulatory Policy and supports other managers and leadership at Peninsula Clean Energy across its departments. In this capacity, this person has a wide range of responsibilities, primarily advocating for Peninsula Clean Energy's interests in regulatory forums. The Regulatory Analyst / Senior Regulatory Analyst frequently interacts with other departments within the agency, in particular the Power Resources, Energy Programs and Innovation Strategies teams, to leverage their expertise to inform the agency's advocacy and compliance in applicable matters. This person will also routinely interface with our sister Community Choice Aggregation (CCA) agencies through the California Community Choice Association trade organization.

The ideal candidate will have a minimum of 3 years of first-hand experience in results-oriented advocacy before the CPUC, a high degree of personal initiative and collaborative spirit, a natural inclination toward organized processes, a keen attention to detail, strong written and verbal communication skills, and a strong personal connection to Peninsula Clean Energy's mission and objectives.

Prior experience within any of the following policy issue areas will be given additional weight which considering applicant fit :

  • Electricity Procurement Policy : Resource Adequacy, Renewable Portfolio Standard, & Integrated Resource Planning
  • Distributed Energy Resource Policy : Demand Response, Virtual Power Plants, Infront-of-Meter vs. Behind-the-Meter resource requirements, Distributed Energy Resource Planning, & Integrated Energy Policy Report
  • Rate Setting Policy : Power Charge Indifference Adjustment, Dynamic and Real-Time Pricing, & Electrification Rate Design

The Regulatory Analyst / Senior Regulatory Analyst will be responsible for specific advocacy objectives within assigned subject matters. The Analyst or Senior Analyst is expected to possess and develop significant subject matter expertise in regulatory advocacy, with a focus on developing, writing, project managing, coordinating, and submitting regulatory filings to the California Public Utilities Commission (CPUC) and potentially other California regulatory agencies. We are looking for someone who is highly organized, collaborative, personally motivated, keenly attentive to detail, clearly communicative and able to manage multiple projects that depend upon timely participation by multiple stakeholders.

Specific responsibilities include :

  • Engaging in policy advocacy and monitoring compliance needs.
  • Serving as a point of contact with regulatory agencies for proceeding-specific correspondence.
  • Coordinating with others throughout the agency who have deeper subject matter expertise relevant to the specifics of each filing.
  • Interfacing with peers at other CCA agencies regarding regulatory affairs directly and through the CalCCA trade organization.
  • Liaising with external legal counsel and technical consultants to inform Peninsula Clean Energy's ongoing regulatory affairs.
  • Drafting, reviewing, and submitting regulatory filings with support from internal and external stakeholders where necessary.
  • Providing strategic feedback to inform regulatory and legislative advocacy.
  • Providing specific guidance to internal departments regarding changes to key policy and compliance filings.
  • Advising on and assisting with the development and maintenance of any internal policies or protocols to enhance and streamline future policy and compliance efforts.
  • And performing other related duties as they arise.
  • Required Qualifications :

  • BA / BS degree in public administration, public policy, business administration, environmental / sustainability studies, or other related fields. A master's degree in one of these fields is desirable.
  • 3-5 years' experience within the energy sector with increasing levels of responsibility, of which 2-3 years' experience has focused on regulatory policy advocacy at the CPUC.
  • Knowledge of the California energy industry and electric power markets such as CPUC, CEC, CAISO, and Community Choice Aggregation (CCA) laws and regulations.
  • Experience writing or supporting regulatory filings required for California Load Serving Entities (LSEs).
  • Knowledge of the goals, policies, purposes, and history of Peninsula Clean Energy and CCAs.
  • Excellent verbal and written communications skills.
