POSITION DESCRIPTION
JOB TITLE : Chief Information Officer

POSITION SUMMARY
The Chief Information Officer (CIO) is a key member of the Leadership Team, reporting directly to the Chief Executive Officer and collaborating closely with the Executive Team. The CIO is responsible for developing ,executing and updating the organization’s IT strategy to enhance operational efficiency, support clinical excellence, and drive innovation. This role oversees the integration of technology solutions across the organization, ensuring alignment with current needs and future growth. The CIO leads the IT team and vendor partnerships, manages all electronic health record (EHR) systems, and ensures compliance with industry standards while fostering a culture of continuous improvement in healthcare technology.
KEY RESPONSIBILITIES
- Maintains and continues to develop the agency’s existing IT plan and infrastructure, while also anticipating and preparing for future IT needs and solutions.
- Provides analysis, design, and implementation of technological solutions to improve current day-to-day clinical operations and CCHC’s IT infrastructure.
- Maintains and pursues optimization of the primary EHR, eClinicalWorks (eCW).
- Manages and directs CCHS IT staff and multiple third-party IT vendors.
- Informs and directs IT-related purchases, purchase proposals, and vendor contract negotiations. Monitors and guides the installation, configuration, and testing of IT systems, tools, and upgrades.
- Facilitates the assessment, documentation, and recommendations for business processes and workflows to achieve current and future IT-supported objectives.
- Works with the Leadership Team to identify systems / applications that meet both current operational and planned expansion needs.
- Develops technology and software use policies, procedures, and guidelines.
- Develops and monitors IT budgets.
- Performs audits and investigations related to IT policies.
- Ensures cybersecurity measures are in place to maintain HIPAA compliance, data security, and patient privacy.
- Oversees IT governance and risk management related to cybersecurity threats and vulnerabilities.
- Drives digital transformation initiatives, including the adoption of emerging technologies
- Leads change management efforts when implementing new IT systems and workflows.
- Establishes and tracks IT performance metrics, system uptime, and reports key IT initiatives to the CEO and board.
- Ensures all staff are properly trained on IT systems, including EHR usage and cybersecurity best practices.
- Able to convey complex technical concepts and solutions to broad audiences, including medical and behavioral health providers and administrators.
- Able to implement IT changes across the organization within a specified period of time.

POSITION REQUIREMENTS
Education : Bachelor’s Degree in Information Science, Information Technology or a related field. A Master’s Degree in related area or in healthcare is desirable and preferred.

Working Conditions
Office is generally kept at a good temperature according to thermostat set for building, is well lit and not exposed to outside weather / climate. If not careful, incumbent can be cut while working on computer hardware from sharp metal edges. Also, incumbent can be injured by not lifting boxes properly. Carpal tunnel syndrome is possible, as well as back pain and tired eyes from working in front of a computer all day.
