Job description
About Us

Groundbreaker. Game changer. Pioneer.

TRC has long set the bar for clients who require more than just engineering, combining science with the latest technology to devise innovative solutions that stand the test of time. From pipelines to power plants, roadways to reservoirs, schoolyards to security solutions, clients look to TRC for breakthrough thinking backed by the innovative follow-through of an industry leader.

TRC's professionals work with a broad range of commercial, industrial and government clients and the communities they serve. We deliver breakthrough solutions that address local needs -- so our clients can better succeed in an ever-changing world.

Working at TRC means tackling interesting, meaningful projects. We pride ourselves on our collaborative spirit, entrepreneurial zeal and agile corporate structure. We recognize that the expertise of our staff is our strongest asset, so we generously reward employees for successful performance and invest in their careers through training and the development of new skills and certifications.

Overview

TRC is seeking one or more temporary, on call Environmental Inspector(s) (EI) to provide environmental monitoring and inspection during construction of a FERC-regulated LNG facility in Cameron, Louisiana.

The EI’s primary responsibilities will be to monitor construction activities and ensure they are performed in compliance with the environmental conditions of the FERC Order and other relevant federal, state, and local permits, authorizations, clearances, and approvals, as well as construction-phase plans requiring environmental compliance such as the Project-specific Plan and Procedures. The EI will routinely communicate with construction contractors regarding compliance with permit conditions, monitoring activities, and non-compliance issues and statement of compliance holds. The EI will review pre-construction documentation relating to applicable permit conditions such that they can readily serve as a resource to construction contractors. They will perform their duties across the Project infrastructure and provide daily assistance to construction contractors as it pertains to construction activity within the authorized limits.

Responsibilities

The EI’s duties may evolve as the Project progresses; however, several key duties include the following:

  • Develop and host compliance training – Trainings will be provided on a regular basis to new contractors and visitors, and these trainings will be delegated to and facilitated by the EI. This includes the identification of appropriate personnel to execute trainings in compliance with the Project requirements. The goal is to ensure employees, contractors, and visitors are appropriately trained in the Project’s relevant environmental requirements and the Client’s commitment to compliance. The EI team will ensure the training program complies with environmental federal, state and local laws, codes, and permit standards. The EI team will ensure all contractors and visitors receive environmental training before beginning work, adequate training records are kept, and refresher training is provided as needed to maintain a high awareness of environmental requirements
  • Site walks– Prior to construction, EIs will participate in a walkover of areas to be affected by construction activities. The limits of work areas will be delineated by flagging prior to construction. This walkover will identify sensitive resources, limits of clearing, and placement of sediment and erosion control devices. Specific construction procedures will be discussed and updated to become part of the construction sequence, as needed.
  • Daily field inspection and compliance inspection reports– The EI will inspect installed erosion and sediment control devices in areas of active construction in accordance with the Project Stormwater Pollution and Prevention Plan (SWPPP). The EIs will provide daily field inspection reports during construction for internal documentation. These reports will be suitable for support of agency-required environmental report submittals. The EI team will aid in the preparation of the Environmental Weekly Report to include reporting of the problems encountered, contractor nonconformance/ deficiency logs, and each instance of noncompliance observed by the EI during the reporting period (both for the conditions imposed by the FERC and environmental conditions/permit requirements imposed by other federal, state, or local agencies). The EIs will include in their reports a description of the corrective and remedial actions implemented in response to instances of noncompliance, nonconformance, or deficiency; the effectiveness of corrective and remedial actions implemented; a description of any landowner/resident complaints which may relate to compliance with the requirements of the order, and the measures taken to satisfy their concerns. The EI team will coordinate with Protected Species Observers to include status and observations of protected species in the Environmental Weekly Reports.
  • Internal compliance calls– TRC will take the lead on scheduling, minute taking, and task tracking as it pertains to weekly meetings specific to compliance for construction of Project infrastructure. This includes coordination with the construction contractors and other Client personnel, especially for updates to the construction scope and/or schedule.
  • Agency site visits– During agency site visits, the EI will accompany agency personnel to answer questions and ensure their safety on the worksite. Agency concerns will be immediately brought to the Client’s attention as well as tracked in the master spreadsheet for resolution.

Other Responsibilities

  • Conduct pre-construction activities, construction monitoring, and prepare monitoring reports.
  • Work with construction crews to maintain compliance with permits and regulations.
  • Prepare and maintain reports relating to project compliance.
  • Abide by Company policies and procedures.
  • Other duties as necessary to ensure compliance with applicable permit conditions.

Qualifications

  • Must have at least 2 years’ experience in construction monitoring, compliance, and environmental permitting.
  • Excellent verbal communications and technical skills are mandatory, along with the ability to maintain a positive attitude working under aggressive schedules.
  • Willingness to work 6 days per week and 12-hour days outside in the elements.
  • Must have reliable transportation.

Preferred Qualifications

  • Bachelor's degree in Environmental Science, Forestry, Biology, Ecology, or related field.
  • Experience performing EI and environmental compliance for LNG projects and/or FERC projects.
  • Knowledge of and ability to perform environmental compliance and understand permitting regulations of applicable regulatory agencies.
  • Knowledge of and the ability to review permit conditions and engineering drawings.
  • Other environmental related skills such as wetland delineation.
  • Computer and or GIS/GPS skills.

Benefits*: TRC offers a competitive benefit package consisting of:

  • Medical, dental, vision, and disability insurance.
  • 401k package that includes both traditional and Roth IRA options and Company match.
  • Paid time off contingent upon full time or part time status and level of seniority (ranging from 15 to 25 days per year).
  • All full-time employees enjoy a minimum of 8 Paid Holidays per year.
  • TRC ensures that all employees, including those that work part-time, receive paid sick, family, and disability leave in accordance with the laws of their state of residence.

*These benefits are applicable to US employees depending on their employment status (full time, part time, or temporary). TRC offers jurisdiction specific benefit packages for International and Puerto Rico employees.
