Job description:
The Director of Preconstruction & Estimating is responsible for leading our national preconstruction and estimating operations for detention, correctional, justice, modular construction, prefabricated MEP&E systems, security electronics, and detention equipment projects.
This individual will develop conceptual budgets, detailed estimates, proposal strategies, value engineering initiatives, procurement planning, and bid execution while ensuring alignment between business development, design, manufacturing, and project execution.
The Director will oversee estimating personnel, establish estimating standards and procedures, drive continuous improvement of estimating accuracy, and support strategic growth initiatives across all business units.
Primary Responsibilities
Leadership
- Lead and manage the Preconstruction and Estimating Department.
- Recruit, mentor, and develop estimators and preconstruction professionals.
- Establish departmental goals, KPIs, and performance expectations.
- Develop standardized estimating procedures across all divisions.
- Drive collaboration between estimating, engineering, manufacturing, procurement, and project management.
Preconstruction Management
- Lead project reviews from conceptual budgeting through contract award.
- Participate in project pursuit strategy meetings.
- Develop conceptual, schematic, design development, and GMP estimates.
- Review contract documents for scope completeness and constructability.
- Identify project risks and opportunities.
- Coordinate value engineering efforts.
- Support design-assist and progressive design-build opportunities.
- Assist with proposal preparation and presentations.
Estimating
- Prepare and review detailed cost estimates.
- Develop labor productivity standards.
- Maintain historical cost databases.
- Develop unit pricing libraries.
- Review subcontractor and supplier quotations.
- Perform quantity takeoffs.
- Validate pricing assumptions.
- Review estimate accuracy prior to submission.
Procurement Coordination
- Work with Purchasing to develop procurement strategies.
- Identify long-lead material requirements.
- Review vendor pricing.
- Develop bid packages.
- Assist in supplier qualification.
Manufacturing Integration
- Coordinate with Engineering and Manufacturing to ensure estimates reflect actual production capabilities.
- Incorporate modular fabrication efficiencies into estimates.
- Evaluate fabrication alternatives.
- Assist in production planning for major pursuits.
Client & Business Development Support
- Participate in client meetings.
- Present estimates and budgets.
- Support negotiations.
- Assist Business Development with pricing strategy.
- Support proposal interviews.
Continuous Improvement
- Maintain estimating software and databases.
- Analyze estimate-to-actual variances.
- Develop lessons learned.
- Improve estimating accuracy.
- Implement estimating best practices.
Qualifications
Education
- Bachelor's Degree in Construction Management, Engineering, Architecture, or related field preferred.
- Equivalent construction experience considered.
Experience
- 12–15+ years of estimating or preconstruction experience.
- 5+ years of leadership experience.
