Job description
Under general supervision, an incumbent in this position serves in a staff support role in either operational or programmatic areas, depending on assignments. While incumbents are provided guidance, they are expected to exercise independent judgment in the interpretation and application of established policies and procedures, and may recommend appropriate changes as a result of the completion of an assignment, study or project. Work may involve a wide variety of staff support functions, depending on assignment. This is primarily a staff position in which incumbents are expected to relieve higher-level operational or programmatic staff. Supervision may be exercised over number of clerical support staff depending upon the assignment. Does related work as required. *THE DEPARTMENT OF CIVIL SERVICE HAS DEVELOPED A HIRING PROGRAM THAT STREAMLINES THE APPOINTMENT PROCESS TO ALLOW AGENCIES TO HIRE DIVERSE, QUALIFIED PERMANENT EMPLOYEES QUICKLY AND WITHOUT EXAMINATIONS. EMPLOYEES HIRED UNDER THE HELP PROGRAM WILL BE APPOINTED ON A PERMANENT BASIS. THE HIRING FOR EMERGENCY LIMITED PLACEMENT (HELP) PROGRAM TEMPORARILY REMOVES THE CIVIL SERVICE EXAM REQUIREMENT FOR THIS TITLE. * Required A high school or general equivalency diploma and five years of experience where the primary function of the position was in a staff or administrative support capacity, or where the primary function of the position was supervision of clerical positions. Substitutions Satisfactory completion of 30 credits towards a Bachelor’s Degree may be substituted on a year for year basis for up to four years of the above stated experience. Satisfactory completion of 30 credits towards a Master’s Degree in business or public administration or political science may be substituted for one year of the above stated experience. Definition Staff or administrative support experience is defined as providing support or back-up functions to higher level administrators in areas such as: office management; participation in budget preparation and monitoring; payroll and personnel type functions; involvement in the development and/or review or department-wide practices and procedures; evaluating departmental operations; participation in planning; financial recordkeeping, accounting, or management activities; purchasing; public relations, community relations, public information activities; and other similar functions. “Line” functions involved in the delivery of services or in the day to day operations of a department would not be qualifying experience. Notes (1) Experience obtained as an Intern in public administration may be substituted for up to one year of experience. (2) The number of years of experience required in the minimum qualifications is based upon the presumption of full-time employment. Part-time experience will be prorated based on a 35 hour workweek. (3) Verified and documented volunteer (unpaid) experience will only be credited when specifically allowed by the job description or examination announcement. Special Notes Education beyond the secondary level must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
