Contract Manager IV

Performs contract management work involving developing and evaluating a broad range of contracts. Conducts advanced (senior-level) contract management work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgement. Employees at this level may fully perform highly complex contract development / management work and may :
- Function as procurement officer, HUB coordinator and property manager of agency.
- Review requisitions and order merchandise, supplies, equipment and services according to State of Texas guidelines, rules and laws.
- Coordinate the risk assessment process for contract monitoring and planning.
- Review, develop, manage bid evaluation instruments and the modification of solicitation, contract and other contract-related documents.
- Conduct needs assessments to determine requirements for the purchase of goods or services.
- Monitor contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies and recommend cancellation of contracts when deviations occur.
- Monitor legal and regulatory requirements pertaining to contracting.
- Administer the billing process and eligibility monitoring functions for contract billings.
- Evaluate expenditure data and make projections to ensure appropriate use of funds.
- Negotiate contracts, contract renewals, and amendments.
- Prepare specifications for requests for bids.
- Maintain and review various purchasing and procurement reports and records and maintain files.
- Maintain and oversee inventory stock.
- Prepare HUB and recycled materials purchase reports and other reports as required.
- Attend HUB events as required.
- Provide accounting with all required documents needed to process payment.
- Provide guidance regarding contract administration, policies, and procedures.
- Resolve audit exceptions by defining causes of errors and recommending appropriate dispositions.
- Identify training needs and conduct training.
- Develop, monitor and manage contract administration policies and procedures.
- May supervise the work of others.
- Performs related work as assigned.
Knowledge, Skills, and Abilities :
Knowledge of state procurement, contract negotiating, development and management, and purchasing methods procedures, principles and practices.Knowledge of business administration and accounting principles and practices.Knowledge of supply sources.Skill in the use of a computer and applicable software.Ability to evaluate contracts and recommend future status; to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to write and edit contract requirements and specifications; to negotiate features of a contract; to communicate effectively; and to supervise the work of others.Minimum Education and Experience :
