Position Summary Under general supervision of the Finance Manager, the Accountant performs complex professional accounting work in support of the District's various financial activities. Areas of responsibility may include, but are not limited to general accounting (general ledger, accounts payable and receivable), budget planning and development, purchasing, financial planning and analysis, preparation of financial reports, special projects and related activities.

Essential Job Functions The following are the duties performed by employees in this classification. However, this job specification is intended to identify essential functions and requirements of the job, and should not be considered all-inclusive.

  • Balances and reconciles general ledger accounts; prepares adjusting journal entries and monthly bank reconciliations.
  • Reconciles property tax payments including analyzing and posting receipts to proper accounts.
  • Prepares month-end and year-end account analysis and reconciliation, and undertakes year-end closing activities.
  • Cross trains with and provides back-up support to payroll, including the ability to complete routine payroll processing on an as-needed basis.
  • Takes an active role in the preparation of the annual budget, as well in monthly and annual financial reports.
  • Takes a lead role in all aspects of the processing of accounts payable.
  • Trains and oversees the Office Technician in projects, assignments and delegated duties compatible with and in support of Accountant's responsibilities.
  • Issues and tracks purchase orders, and verifies and maintains appropriate related documentation.
  • Processes accounts receivable and reconciles cash receipts, preparing bank deposits as needed.
  • Manages delinquent accounts receivable, including the use of outside collections agencies, if needed.
  • Reconciles fixed assets and maintains asset depreciation records.
  • Prepares reconciliations and reports for annual audit and interfaces with auditors, as necessary.
  • Compiles data, conducts financial analysis and financial planning, and prepares ad-hoc management reports, as needed.
  • Assists Finance Manager with complex analyses and special projects.
  • Functions as a network systems administrator for purposes of establishing system user rights and administers other systems security functions of a non-technical nature, as necessary.
  • Provides back-up coverage, as needed, when the Finance Manager is away from the office.
  • Drafts policies and procedures, as needed.
  • Performs related duties as assigned.

Qualifications

Knowledge of :

  • Financial and accounting theory.
  • Government accounting standards and principles.
  • General business practices in a government environment.
  • Principles and practices of financial record keeping.
  • Accounts payable and receivable practices.
  • Computerized office software and accounting systems.
  • General accounting practices and procedures.
  • English grammar, vocabulary, spelling and punctuation.
  • Federal and state laws pertaining to government accounting procedures.
  • Ability to :

  • Work and act independently.
  • Review, analyze and reconcile complex financial data.
  • Prepare and maintain accurate reports and records.
  • Communicate with management, staff and elected officials on complex issues.
  • Maintain strict confidentiality regarding sensitive, non-public District business matters.
  • Operate a variety of office equipment, computers and software, including the Microsoft Office suite of programs as well as specialized accounting programs.
  • Analyze problems to identify solutions.
  • Understand and apply general accounting practices.
  • Understand, implement and apply accounting theories, principles and standards in a government environment.
  • Make arithmetic computations rapidly and accurately.
  • Accurately compare, post and transfer numbers.
  • Establish and maintain accurate accounting records.
  • Communicate effectively both orally and in writing.
  • Ability to attend after hours Board and other community meetings and events, as requested.
  • Ability to attend off site training, seminars and other meetings which may involve overnight travel on occasion.
  • Understand and follow written and oral instructions.
  • Establish and maintain effective working relationships with others.
  • Education :

  • College-level coursework in accounting, finance, business administration or closely related field, with a bachelor's degree preferred.
  • Possession and maintenance of a valid California Class C driver's license and satisfactory driving record.
  • Experience :

  • Three years increasingly responsible experience in fiscal and accounting work, preferably in a government environment. Completion of a Bachelor's degree with a major in accounting, finance or a closely related field may be substituted for two years of qualifying experience.
  • Physical Profile Work is performed in a typical office environment with the following characteristics :

  • Mobility frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting.
  • Lifting frequently up to 10 pounds; occasionally up to 25 pounds.
  • Vision constant use of overall vision; frequent reading and close-up work; occasional color and depth vision.
