Job description

Under direction of the Information Technology Supervisor I, the Information Technology Specialist I (ITS I) will independently perform functions within the California Department of Transportation (Caltrans), Division of Procurement and Contracts, IT Procurement and Contracts Office. The ITS I will perform a wide variety of moderate to highly complex Information Technology (IT) tasks in connection with the analysis, development, solicitation, and execution of IT contracts and procurements necessary to support the development, implementation, and maintenance of the Department's mission-critical IT projects and systems. The incumbent is expected to act with a high degree of technical versatility and broad industry knowledge and demonstrate proficiency in IT contract and procurement consulting, development, solicitation, award, and analysis.

Working Conditions

Position located at 1727 30th Street, Sacramento, Sacramento County.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

  • Describe your experience and knowledge developing complex solicitations and documentation for IT procurement / contracts.
  • Describe your experience interpreting and applying regulations, statutes, policies and procedures to procurements and / or contracts.
  • Describe your experience that demonstrates your ability to communicate effectively in both oral and written form and to make clear and convincing presentations in formal settings.
  • Describe your experience participating in project teams, building vendors / staff / customers working relationships, and performing liaison functions.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate :

    The breadth of the ITS I position includes the review and / or preparation of various documents related to IT contracts and procurements, such as IT Procurement Plans, Request for Information, Request for Offer, Request for Proposals, Request for Quotations, Evaluation and Selection Reports, Non-Competitive Bid Justifications and contracting and procurement request documents. The incumbent must be able to demonstrate leadership in defining and demonstrating proper acquisition methods, staying abreast of and understanding new / improved / modified mandates issued by control agencies. Additionally, the incumbent is responsible for originating new techniques, establishing criteria and developing process improvements for IT acquisitions. As such, the incumbent must be able to demonstrate initiative in identifying new issues and business opportunities for the Department's acquisition of IT goods and services and IT contract analysis. The incumbent may also attend meetings with various staff members from program and executive areas, prepare work plans, written reports, and presentations.
