Program Budget And Grants Manager

The Washington State Department Of Transportation (WSDOT) Is A Multimodal Agency With A Global Reputation For Excellence. Our Dedicated Workforce Plans, Designs, Builds, And Operates An Integrated Transportation System That Safely And Efficiently Moves People And Goods Throughout The State.

WSDOT Is Seeking A Highly Skilled And Strategic Professional To Serve As The Program Budget And Grants Manager Within The Innovative Partnerships Division. This Management Position Will Provide Leadership In Planning, Developing, And Managing Both Operational And Capital Budgets, And Oversee Grants Administration. The Budget And Grants Manager Will Ensure That Funding Is Allocated Effectively To Meet Strategic Goals, Conduct Detailed Fiscal And Scenario Analyses, Monitor Expenditures, And Implement Strategies To Resolve Budgetary Challenges. The Successful Candidate Will Bring Strong Financial Management And Analytical Skills, Expertise In Budget Development And Reporting, Experience Collaborating With Diverse Stakeholders Including State And Federal Agencies, And The Ability To Communicate Complex Financial Information Clearly To Support Decision-Making And Program Success.

Among The Varied Range Of Responsibilities Held Within This Role, The Program Budget And Grants Manager Will :

  • Develop Program Budgets, Allotments, Reconciliations, Reports, And Documents Associated With All Fiscal Matters Of The Division.
  • Act As The Primary Budgetary Subject-Matter Expert For The Division And Provide Sound Budgeting Advice.
  • Calculate, Monitor, And Report Revenue Projections To Assure Expenses Are Within Budgetary Limits.
  • Monitors Financial Performance Against The Budget, Identifying Variances And Recommending Corrective Actions.
  • Establish, Monitor And Report On Quality Functions For The Division Budget And Grant Deliverables.
  • Work With Division'S Management Team To Establish Fiscal Priorities, Messaging And Performance Standards For Division.
  • Identify, Analyze, And Secure Funding Opportunities From Federal, State, And Local Sources.
  • Oversee The Deployment Of Fiscal And Contract Data Collection And Reporting Proposals : Provide Reviews And Analysis.
  • Develop Grant Proposals, Budgets, And Work Plans In Alignment With WSDOT'S Strategic Objectives.
  • Serve As The Primary Point Of Contact For Grant-Related Inquiries And Coordinate With Internal And External Stakeholders.

  • Budget And Grant Analysis : Demonstrated Ability To Analyze, Evaluate, And Develop Budgets And Grants, Ensuring Accurate Financial Planning And Reporting.
  • Project Management : Proven Skills In Managing Multiple Projects And Deadlines Effectively And Independently, Prioritizing Tasks To Meet Organizational Goals.
  • Public Sector Budgeting : Familiarity With Public Sector Budgeting Processes And Enterprise Financial Management Or Reporting Systems.
  • Financial Policy Interpretation : Demonstrated Ability To Interpret And Apply State Financial Laws, Rules, And Policies To Guide Decision-Making, Forecasting, And Budget Impact Analysis.
  • Financial Communication : Ability To Translate Complex Budget Information Into Clear, Understandable Formats For A Variety Of Audiences.
  • Technical Proficiency : Proficient With MS Excel, Word, And Other Financial Or Data Analysis Tools To Support Budgeting, Reporting, And Decision-Making.
  • Organizational Financial Systems : Familiarity With Organizational Financial Management And Reporting Systems, Including Budgeting, Accounting, Project Management, And Data Analysis Tools.
  • Respectful Workplace : Demonstrated Commitment To Learning And Growth. The Ability To Take Action To Meet The Needs Of Others.

  • Advanced Project Management : Experience Managing Multiple Complex Projects And Deadlines Effectively, Independently, And With Strategic Oversight.

  • Financial Forecasting And Monitoring : Experience Forecasting, Monitoring Expenditures And Revenues, And Managing Funds Efficiently.
  • Stakeholder Representation : Experience Representing An Organization On Committees, Boards, Or Workgroups, Addressing Financial Policy Or Program Management Issues.
  • Financial Auditing : Experience Auditing Contracts, Finances, Reports, Reconciliations, Capital Equipment Charges, And Payment Provisions.
  • Legislative Analysis : Familiarity With Developing And Analyzing Legislative Fiscal Notes And Evaluating Major State And Federal Legislation With Budgetary Impacts.
  • Strategic Business Planning : Experience In Planning, Analyzing, And Leading Strategic Initiatives In Budgeting, Contracting, And Accountability.
  • Grant And Loan Management : Experience In Financial Aspects Of Grants, Loans, And Federal Applications, Including Leading Negotiations With State, Local, Private, And Federal Partners.
  • Presentation And Reporting : Ability To Prepare And Present Papers, Studies, Or Financial Analyses For Internal And External Audiences.
