General Description
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs advanced (senior level) managerial work assisting the Division Director in oversight of all activities of the Motor Carrier Division. Work involves reviewing policies, guidelines, procedures, rules and regulations, establishing priorities, standards, measurement tools and best practices. Exercises professional expertise in recommending, developing and implementing policy, procedures, staffing, and funding requirements to meet department and division goals. Plans, assigns, and supervises the work of others. Work requires travel. Work requires contact with elected officials, other government agencies, high-level executives and private entities. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Duties
Recommends and implements policy and procedures for division activities. Manages professional and technical employees. Oversees, manages and coordinates motor carrier operations, including apportioned registration, commercial fleet programs and oversize and overweight permitting rules, regulations, policies and guidelines. Oversees implementation of programs and coordinates initiatives for business process improvements. Identifies areas in need of change and makes recommendations to improve operations. Oversees the preparation of and monitors division's annual operating budget. Recommends staffing and funding for department motor carrier operations and activities. Reviews proposed legislation and assists in directing the implementation of legislation affecting motor carrier operations, including apportioned registration, commercial fleet programs and oversize and overweight permitting. Stays abreast of and responds to state and federal laws, rules, and pending legislation that affect division responsibilities. Represents the department at national, state and local level conferences and workshops concerning motor carrier operations, including apportioned registration, commercial fleet programs and oversize and overweight permitting. Directs the division in the absence of the Division Director. Travels up to 10% of the time to various locations to attend meetings, trainings, and events. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings an weekends, as needed. Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures. Performs other job-related duties as assigned.
Knowledge, Skills, and Abilities
Knowledge of local, state, and federal laws and regulations relevant to the issuance of oversize and overweight permits in Texas. Knowledge of local, state, and federal laws and regulations relevant to commercial fleet registration and apportioned registration, including laws and procedures relevant to the International Registration Plan. Knowledge of local, state, and federal laws and regulations relevant to interstate and intrastate motor carrier registration, including laws and procedures relevant to Unified Carrier Registration (UCR). Knowledge of contact center operations and related metrics. Skill in using logic and reasoning to identify the strengths and opportunities of processes and procedures and recommending improvements. Ability to communicate effectively. Ability to manage a complex business.
Qualifications
Minimum Requirements :
Education : Bachelor's degree from an accredited college or university or the U.S. equivalency thereof in business administration, public administration, or a related field.
Experience : Seven (7) years progressively responsible professional experience in government or services related to motor carrier operations, including apportioned registration, commercial fleet programs and oversize and overweight permitting. (
Preferred Requirements :
Seven (7) years of demonstrated management experience. Experience working with external partners, associations, and elected officials. Knowledge, understanding, and / or experience working with senior staff.

Registration, Certification and / or Licensure
A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
