The Contracts Manager will serve as an individual contributor, supporting both pre-award and post-award contract activities. This role provides senior-level leadership within the HJF Contracts Department, focusing on proposal support, contract negotiation, compliance, and process improvement. The ideal candidate will have extensive experience with federal government contracts and a strong understanding of FAR, DFARS, and other regulatory frameworks.
Location : Remote / Local to Washington DC
Pay : $55 - $60 an hour
This is a contract-to-hire opportunity. Applicants must be willing and able to work on a W2 basis and convert to FTE following contract duration. Responsibilities :
Pre-Award Activities :
- Support proposal development for new business opportunities
- Review solicitation terms and provide guidance to business development teams
- Interpret funding requests, regulations, and requirements
- Respond to RFIs and RFPs / RFQs, offering clause impact analysis
- Complete compliance matrices for solicitation requirements
- Analyze and negotiate contract terms and conditions
- Collaborate with technical teams, proposal managers, and pricing teams
- Prepare and negotiate NDAs and Teaming Agreements
- Contribute to process improvement and documentation initiatives
Post-Award Activities :
Manage a portfolio of domestic and international contracts / subcontractsProcess contractual documentation and reportsAdvise management on contractual rights and obligationsSet up contracts in HJF's contract management system and prepare award briefsReview contractual documents for compliance and riskEngage with federal contracting representatives and clientsRespond to audits and compliance inquiriesMaintain and update contract files in accordance with regulations and company policiesProvide guidance on internal compliance and contribute to contracting strategiesExperience Requirements :
Basic Qualifications :
9–10 years of progressive contract management experience with federal government contractsDemonstrated experience with federal agenciesStrong knowledge of contract types : CR, CPFF, CPFF-LOE, FFP, T&M, IDIQProficiency in FAR and DFARSExperience reviewing budgets and pricing for complianceProven negotiation and decision-making skillsPreferred Qualifications :
Ability to maintain confidentiality and build strong internal / external relationshipsExposure to GSA Schedule Orders, BPAs, GWACs, and IDIQsExperience with Oracle Fusion (Projects, Contracts, Grants Management)Familiarity with cost / price analysis and representation / certification documentationEducation Requirements :
