Program Coordinator, Bicycle & Shared Mobility

We are the Metropolitan Council, the regional government for the seven-county Twin Cities metropolitan area. We plan 30 years ahead for the future of the metropolitan area and provide regional transportation, wastewater, and housing services. How your work would contribute to our organization and the Twin Cities region : The Program Coordinator, Bicycle & Shared Mobility coordinates and implements multimodal infrastructure on the Metro Transit network to support first and last mile connections to transit stops and stations. The position will manage the bike parking program, coordinate operations of shared mobility infrastructure, and provide technical guidance on best practices for first / last mile connections to transit.

This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

What You Would Do In This Job

1. Manage Bike Parking Program :

  • Administer operations of the secure bike parking system, including older keyed lockers, new keyless lockers, bike-and-rides, associated technology systems, contracts, and customer communications.
  • Develop and maintain procedures for operations of bicycle parking systems.
  • Plan and manage improvements to bicycle parking at transit stations and facilities, including expansion and modernization of the bike locker system.
  • Coordinate implementation of plans for bicycle parking.

2. Coordinate and support shared mobility pilots, operations and infrastructure :

  • Coordinate with internal departments, local municipalities, and external shared mobility vendors to effectively site bikeshare, scootershare, and carshare stations near transit stops and stations.
  • Perform data analysis and reports on bicycle, scooter, carshare, and other multimodal connections to transit.
  • Manage agreements with local municipalities, shared mobility operators, and associated infrastructure at transit facilities.
  • Coordinate with external partners on mobility hubs and shared mobility operations and planning near transit facilities.
  • 3. Provide technical guidance on best practices for first / last mile connections to transit :

  • Advise on design best practices for multimodal access to transit.
  • Research and prepare design guidance for mobility hubs, bicycle parking, and first / last mile connections to transit.
  • Review and provide comment on multimodal design for capital projects, including new and renovated facilities.
  • Maintain a working knowledge of new and existing design standards and guidelines, best practices, innovative design concepts, and design methodologies for first / last mile connections.
  • What Education and Experience Are Required For This Job (Minimum Qualifications)

    Any of the following combinations of work experience in planning or program management; and completed education in engineering, transportation, public administration, urban planning, business, or a closely related field.

  • High school diploma / GED with seven (7) years of experience.
  • Associate's degree with five (5) years of experience.
  • Bachelor's degree with three (3) years of experience.
  • Master's degree or higher with one (1) year of experience.
  • What Additional Skills And Experience Would Be Helpful In This Job (Desired Qualifications) :

  • Customer service or public outreach experience for an organization, group, or company.
  • Experience working with shared mobility operations, technology or programs (bike share, car share, scooter share, etc.).
  • Experience with bicycle planning, design or operations.
  • What Knowledge, Skills And Abilities You Should Have Within The First Six Months On The Job :

  • Intermediate to advanced skills with a variety of computer programs including Microsoft Office Suite for the purpose of writing reports, developing business correspondence and standard operating procedures.
  • Strong collaboration skills for the purpose of building, developing, and maintaining effective collaborative working relationships with internal and external partners, and stakeholders.
  • Excellent written, verbal, and listening skills with a customer-oriented approach.
  • Excellent organizational / administrative skills to effectively prioritize work, meet deadlines, and deliver results.
  • Skill in presenting information and responding to questions from groups of internal and external customers.
  • Skill in analysis and manipulation of data and information.
  • Demonstrated teamwork skills and multicultural sensitivity awareness.
  • Ability to recommend improvements in procedures for efficiency and to ensure work is done accurately.
  • Ability to work with business partners / stakeholders to fully gather, define and document business requirements, test scenarios, and collaborate on best industry practices.
  • Ability to analyze and understand prices, estimates, and forecasted costs of products / services.
  • Ability to write reports, business correspondence and progress reports.

    Work Environment : You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites.
