Job Description
Duties may include, but are not limited to the following :
- Plan, organize, manage, coordinate and direct the administrative functions of the division.
- Perform a broad range of management, administrative, and fiscal duties; assists in the preparation of the annual budget and in the administration of the final budget.
- Actively pursue, develop and write applications for grant funding and other special source funding for department growth.
- Oversee and manage state and federal grants.
- Develop and implement new and efficient ways to provide services.
- Develop and implement division policy and procedure.
- Advise on and resolve complex administrative problems.
- Confer with representatives of other County departments and government agencies.
- Ensure division compliance with County and Department resolutions and regulations.
- Ensure human resource management compliance in accordance with all County, State and Federal resolutions and regulations.
- Develop, negotiate and administer contracts.
- Prepare special reports and financial claims.
- Review audit reports and other material provided by outside agencies and recommend changes to facilitate division compliance.
- Participate in department management staff meetings.
- Coordinate the mandated and non-mandated training requirements of all members of the division.
- Coordinate legislative and regulation analysis to determine impacts on divisional programs and functions.
- Prepare Board Agenda Items.
- Select, supervise, train and evaluate assigned staff.
- Prepare detailed reports and respond to queries relative to division programs.
- Represent the department with State and Federal Agencies, County Administration and the Board of Supervisors.
- Manage various projects related to construction, infrastructure improvements, and Castle Commerce Center Operations.
Minimum Qualifications
Experience : Three (3) years of progressively responsible administrative experience, which has included two (2) or more of the following areas : personnel administration, grant and contract administration, fiscal and budget development and management, information systems management, project management, or real estate management. Two (2) years of this experience must have been in a full supervisory capacity. Education : Equivalent to completion of a four (4) year degree in Business Administration, Public Administration or a closely related field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis) License : Possess a valid California driver's license at time of appointment and maintain.
Essential Functions
Conduct research and analysis for programs and special projects.Provide critical oversight of Castle Commerce Center utilities operation and maintenance.Manage the Castle Commerce Center water system.Coordinate and monitor contract performance, acceptance of work and other related activities associated with completion of projects.Assist in the preparation of the annual airport capital improvement program / budget.Effectively read and interpret facility designs and development project plans.Analyze data, interpret and write policies, procedures and regulations, develop appropriate conclusions and prepare reports.Establish, implement and achieve goals and objectives.Maintain confidential information in accordance with legal stands and / or County regulations.Meet deadlines under stressful conditions.Complete multiple priority projects with conflicting deadlines.Select, supervise, train and evaluate staff.Develop and maintain effective relationships with staff, consultants, contractors, engineers, architects, tenants, and representatives of other agencies or departments.Resolve conflicts and respond appropriately to complaints.Communicate effectively with others in writing, person and over the telephone.Represent the County and the Department with the community and other agencies.Operate a personal computer and other office equipment.Frequent use of depth perception, peripheral vision and color perception.Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.Kneel, bend, twist, squat, balance and crawl. Frequent use of hand-eye coordination.Frequent use of data entry device including repetitive hand and arm motion.Occasionally lift and carry up to 40 pounds.Normal dexterity, frequent holding and grasping.Frequently operate a motor vehicle.Regular attendance is an essential function.Knowledge of :
